Resolutions 1. PB decision Project Description Applicant proposes to complete a retaining wall that had fallen down due to water damage. Wall is about 25 ft. in length with steps and 6 ft. in height. Project includes new permeable paver patio 450 sq. ft. between the home and retaining wall. To complete project add railing to stairs and landscaping toward shore. Pursuant to Chapter 179-6-050 of the Zoning Ordinance, hard surfacing within 50 ft. of shoreline shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 52 ½ Russell Harris Road off of Boathouse Road to Cleverdale Road.  Arrangement- The site has an existing home showing a retaining wall on the survey.  Site Design- The applicant has replaced the retaining wall with work completed by Mandy’s Nursery. The plan shows the retaining wall, stone steps, a stone patio. The retaining wall is about 6 ft in height.  Site conditions-The applicant has indicated the retaining wall was replaced as it was falling down and was a detriment to the shoreline.  Grading and drainage plan and Sediment and erosion control – A letter from Mandy’s Nursery was included in the submission explaining the patio installed above the retaining wall contains 325 sq ft at 36 inches in depth a stone infiltration pit to accommodate stormwater from the home and patio area.. Previously it is explained the stormwater was directed to the retaining wall.  Landscape plan – The applicant has indicated additional plantings are proposed below the retaining wall.  Site lighting plan – The plans show the location of landscape lighting – note the lighting will need to be adjusted to be down cast fixtures.  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, k. topography, , n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items are typically associated with commercial projects.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan application requesting approval of an already constructed retaining wall, st stone patio with steps and to install a railing and landscaping.
