Staff Notes_11 19 19 Town of Queensbury Planning Board Community Development Department Staff Notes November 19, 2019 Site Plan 75-2019 LANDCRAFTER, LLC 704 Glen Street / CI – Commercial Intensive / Ward 2 SEQR Type II Material Review: site plan application, site drawings, plan sheet information for 708 Glen Street Parcel History:SP 14-2013, SP 20-2002, SP 79-2010, SB 4-2002, SB 7-2002, AV 53-2019, SP 76-2019 __________________________________________________________________________________________ Requested Action Recommendation to the Zoning Board of Appeals for relief sought for permeability. Resolutions 1. Recommendation Project Description Applicant proposes a site plan modification to add 1,523 sq. ft. of new pavement for interconnect with 708 Glen Street. The existing building is 11,975 sq. ft. for Buy Low and other commercial businesses. Project includes a stormwater basin and management area. There are no other changes to the site or building. Pursuant to Chapter 179-9-120 of the Zoning Ordinance, amendments to a commercial site shall be subject to Planning Board Variance: review and approval. Relief is sought for permeability. Planning Board shall provide a recommendation to the Zoning Board of Appeals. Staff Comments  Location-The project site is located at 704 Glen Street.  Arrangement- The applicant proposes an additional 1,523 sq ft of pavement as an interconnect with 708 Glen Street.  Site Design-The project includes the new pavement, an area two ev charging parking space and an area for stormwater management of the new paved surface.  Building – There are no changes to the building.  Signage-The applicant has shown directional signage area that indicate “one way do not enter”.  Site conditions-The existing site contains a multi –use building with associated parking.  Traffic- The interconnect is to be 24 ft wide for traffic from 708 to have access to 704 and to Lafayette Street.  Grading and drainage plan, Sediment and erosion control –The site plan shows the shallow grassed basin on the 704 parcel and to install a gravel section on the edge of the pavement. The stormwater runoff is to run off from the new paved area to the gravel and the depression area.  Landscape plan – There is no new landscaping for 704 Glen Street.  Site lighting plan – There are no new lighting to be placed on 704 Glen Street.  Utility details – There are no changes to utilities other than 2 EV charging stations to be installed near the new interconnect driveway.  Elevations and Floor plans – There is no change to the building so elevations and floor plans were not required.   Waivers-Planning staff has reviewed the applicants request for waivers that include items j. stormwater (Stormwater management description provided for 708 and 704 under site plan 76-2019, k. topography, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver for these items because the only site changes is for the new pavement for the interconnect and the stormwater management for the new pavement.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Nature of Variance The applicant requests relief from permeability where the existing site is 28.4% and proposed to be 25.2% and 30% is required.
