Staff Notes 12/17/19 Town of Queensbury Planning Board Community Development Department Staff Notes December 17, 2019 Site Plan 80-2019 THE ADDICTIONS CARE CENTER OF ALBANY 68 Quaker Road / CI – Commercial Intensive / Ward 2 SEQR Type II Material Review: Parcel History:SP 41-2004, SP 3-1988 __________________________________________________________________________________________ Requested Action Planning Board review and approval to alter the interior of the existing 6,870 sq. ft. building for a 21 bed men’s residential health related facility. Resolutions 1. PB decision Project Description Applicant proposes to alter the interior of the existing 6,870 sq. ft. building for a 21 bed men’s residential health related facility. The interior alterations to include residential rooms, office areas, kitchen area, dining and lounge area, counselor room and laundry area. The plans indicate new signage, lighting and landscaping. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, new use for existing commercial building shall be subject to Planning Board review and approval. Staff Comments Location-the project site is located at 68 Quaker Road.  Arrangement- the site has a pre-existing 6,870 sq ft building. The project site has two access one from  Quaker road and the second from Bank Street. Site Design- the site will be updated with a clean up exiting landscaping and new lawn areas.  Building – the existing covered porch entryway area is to remain the same and the interior of the building  will be modified for 21 resident beds. The applicant has indicated the roof is to be replaced, the siding to be cleaned, with the trim and doors to be painted. Signage-There is no signage shown for the project. The application material indicate the sign is to be  determined. Site conditions-the site is pre- existing with a few changes to the landscaping and lawn areas.  Traffic- The site has an existing parking of 46 and will reduced to 38 with the new landscaping/ lawn areas  of 3,800 sq ft. The number of spaces required is 14 for a health related facility. The information submitted indicates there is to be a top coat of asphalt paving to be completed as part of the project. Site layout and utility plans- there are no changes to the utilities for sewers and water from the municipal  supply. Phone and electric connections donor seem to change either. Grading and drainage plan, Sediment and erosion control- There is minor grading for lawn installation but  the remainder of the site will not be altered for grading or drainage. Landscape plan- the plans show the areas to be converted from pavement to lawn area. The project includes  a new courtyard area on the east side of the building. The existing landscaping that is overgrown is to be cutback. Site lighting plan – The applicant has proposed light poles in three locations with a 10 ft pole. The plan  notes indicate there may be additional poles. The board should request clarification of the number of pole lights and wall fixture on the site. The plans do indicate the lights are to be code compliant. Elevations- the photos show the exterior of the building to remain as is.  Floor plans- The floor plans show the arrangement of bed rooms with offices, nurse stations, kitchen area  and Waivers-Planning staff has reviewed the applicants request for waivers that include items j. stormwater, k.  topography, , n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal. The waivers requested–Staff finds it reasonable to request a waiver as these items are typically  associated with commercial projects. Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the  written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
