RESOLUTION AUTHORIZING INTERMUNICIPAL AGREEMENT
BETWEEN TOWN OF QUEENSBURY AND WARREN COUNTY FOR
MUNICIPAL PAPER RECYCLING SERVICES (WC 78-19) AND
ELECTRONICS RECYCLING SERVICES (WC 76-19)

WHEREAS, as a result of a competitive bidding process completed by Warren County
(County) and for the benefit of local municipalities including the Town of Queensbury (Town),
the County has arranged for Municipal Paper Recycling Services (WC 78-19) and Electronics
Recycling Services (WC 76-19) to be available to the Town through contractors who have been
awarded contracts by the County for such services, and
WHEREAS, the Town Board wishes to utilize the County's contractual arrangements for
each of the Town's two transfer stations with the services and prices to be set forth in the
County's Bids and/or Agreements for such services with the following contractors:
1. Municipal Paper Recycling Services with Perkins Recycling Corp.; and
2. Electronics Recycling Services with eLot Electronics Recycling, Inc.;
with such terms and conditions to be set forth in an Intermunicipal Agreement with a term of
January 1, 2020 through December 31, 2020 with the option of extending for an additional, one
(1) year term renewal through December 31, 2021 should the County elect to extend its
agreements with the contractors and should the Town elect to continue participation in the
County's contractual arrangements for such services during any extended term,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes an Intermunicipal
Agreement with Warren County regarding Municipal Paper Recycling Services (WC 78-19) and
Electronics Recycling Services (WC 76-19) for each of the Town's two transfer stations to be
provided on the terms, conditions and prices as will be set forth in an Intermunicipal Agreement
with the following contractors:
1. Municipal Paper Recycling Services with Perkins Recycling Corp.; and
2. Electronics Recycling Services with eLot Electronics Recycling, Inc.;
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute an Intermunicipal Agreement to be in such form as may be acceptable to the Town
Supervisor and/or Town Counsel, as well as any other needed documentation, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Town Clerk, Transfer Station Supervisor, Town Budget Officer and/or Town Counsel to take
any further action necessary to effectuate the terms of this Resolution.

WHEREAS, the Purchasing Agent has advertised for sealed bids for Municipal Paper Recycling
Services (WC 78-19), and
WHEREAS, the bids were opened on November 19, 2019 and the recommendation of the most
responsible bidder may not be approved by the Superintendent of the Department of Public Works prior to
the Board of Supervisors meeting on December 20, 2019, now, therefore, be it
RESOLVED,that the Warren County Purchasing Agent be,and hereby is,authorized and directed
to notify the approved most responsible bidder of the acceptance of its bid, after recommendations and
approval have been received from the Superintendent of the Department of Public Works, and be it further
RESOLVED, that the Chairman of the Warren County Board of Supervisors be, and hereby is,
authorized to execute an agreement with the most responsible bidder relative to Municipal Paper Recycling
Services, pursuant to the terms and provisions of the specifications (WC 78-19) and proposal, for a term
commencing January 1, 2020 and terminating December 31, 2020, with the option for one (1) additional
one (1) year renewal upon the same terms and conditions, and the Chairman is also authorized to execute
any intermunicipal agreements deemed necessary and proper in association with these services, in a form
approved by the County Attorney, and be it further
RESOLVED,that the funds shall be expended from various Department of Public Works Projects.
