C. desipL build August 26, 1999 Northway Plaza Route 9 & Quaker Road Town of Queensbury PROJECT DESCRIPTION The applicant,Northway Plaza Associates, LLC, is proposing to make minor modifications to the site plan of the existing Northway Plaza. An application is pending before the town planning board for site plan review. One component of the proposal is to repave and restripe the existing parking lot,because it is in need of repair and the owners want to keep the property in good condition. One of the major tenants in the center is Travelers Insurance,who is also a major employer in the town. The lease parking requirements for Travelers Insurance are in excess of the requirements of the Town of Queensbury zoning ordinance. By ordinance, Northway Plaza is required to have 1400 parking spaces. Even though this center predated the current zoning ordinance,the owners can provide approximately 1433 parking spaces utilizing a 9' wide parking space. To accommodate the parking requirements of Travelers, the owner is proposing to restripe the parking lot utilizing 8'6" wide by 18' long parking spaces with a 24' driving isle. The parking spaces will be delineated with a hairpin double stripe. By doing this, the owner can provide 1518 parking spaces or an increase of 85 parking spaces. This proposal does not involve any increase in the building area of the plaza. The property is bounded by Route 9 on the west, and Quaker Road i the south. It is not feasible to acquire additional property to the north. due to the significant grade changes. The applicant has contracted with the Town of Queensbury to acquire 1.2 acres from the town cemetery property, along Northway's eastern boundary to provide some additional parking and to establish the required 50' landscape buffer area. The applicant is also negotiating with another adjacent propertv owner about acquiring an additional parcel off the northeast comer of the p However, those negotiations have not reached agreement. roperty. There are therefore, no feasible alternatives to this variance. 4. The applicant is requesting relief of 6"on the width of the parking space.
