Project Description
Applicant proposes to reuse an existing building with 5,234 sq. ft. to be used for Five Star golf carts and utility
vehicle sales, service and repair – not automobile. An existing 5,287 sq. ft. pavilion to be enclosed for interior
storage of golf carts and utility vehicles. A portion of the site to be used for outside display and storage. In
addition, a portion of the main building to be rented for commercial use. Pursuant to Chapter 179-3-040 of the
Zoning Ordinance, reuse of existing building and site shall be subject to Planning Board review and approval.
Staff Comments
Location-The project site is located at 687 State Route 9 previously known as the Knights of Columbus
building near the drive-in theater.
Arrangement- The existing parcel 3.57 acres and consists of two parcels that are to be merged. The site has
an existing 5,234 sq ft building and a 5,287 sq ft open pavilion. The site has existing parking and a
driveway access to route 9.
Site Design- The applicant proposes to utilize a portion of the property for display of golf carts and uv’s
then a portion of the property for storage. The applicant has indicated the topography for location of display
at the front of the property on the north side of the driveway is higher than the rear of the property to be
used for storage.
Building – The existing main building is 5,234 sq ft. The applicant proposes to use a major portion of the
building for the five star business for sales, services of the golf carts and utility vehicles. The remaining of
the building has a separate access for leasing tenant space to others. The open pavilion building is to be
converted to indoor storage with exterior walls and access door to be installed.
Site conditions-The applicant has explained there is a natural drainage area to the rear of the building as
noted on the drawings. There are no stormwater devices identified on the site.
Site layout and utility plan – The project includes connection to the Town sewer line.
Grading and drainage plan and Sediment and erosion control -There are no plans to alter the topography on
the site – no grading proposed on site.
Landscape plan – The applicant has shown new landscaping at the front of the building, the sign area and
the display area near Route 9.
Elevations –The applicant has included photos and elevation drawings of the existing buildings on the site.
Floor plans –the applicant has included floor plans of the main building.
Waivers-Planning staff has reviewed the applicants request for waivers that include items j. stormwater, k.
topography, q. soil logs.
The waivers requested–Staff finds it reasonable to request a waiver of these items because the site plan
does not propose altering the site grades or natural existing conditions.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the
written request of an applicant. The Board is to review the waivers and to determine if they are to be
granted.
Summary
The applicant has completed a site plan application for the reuse of an existing building and site to operate a
golf cart, utility vehicle sales, service and parts business with outside display and storage. The project includes
converting an existing open pavilion to an enclosed storage building. In addition, the project includes use of the
front of the building for additional commercial business where the space is to be leased.
