The design drawings identify the following repairs to be performed to help mitigate observed problems associated with the Sanitary Code Violation sited by your oice: • Replace cast iron kitchen/grease line between building and grease trap#1 with 41'0 SDR 26 PVC pipe. Transition from pvc to existing cast iron with a"praflex"coupling. • Install cleanout on new kitchen/grease.line. • Replace all inlet and outlet san.itwyy tee in all grease traps. • Replace existing cast iron effluent fine between.the two grease traps with 4"0 SDR 26 PVC pipe. + Replace cast iron sanitary waste line between building and septic tank with 4"0 SDR 26 PVC pipe. Transition to existing cast iron pipe with a"Proflex"coupling. • Replace 4"0 cast iron grease trap drain line between grease trap#2 and the septic tank with 4"0 SDR 26 PVC pipe. « Replace existing cast iron septic tank sanitary inlet tee with new PVC inlet tee. « Replace existing cast iron septic tank outlet tee with a "Zabel"A300-12 x 36 effluent filter. Provide transition from PVC to existing.east iron with a"Proflex"coupling. • Provide 4"0 SDR 26 PVC building trap on new sanitary line to septic tank. • Replace existing cast iron frames and covers(6)on the septic tank and 2 grease traps with.belt down, gasketed.frames and covers to mitigate stormwater infiltration, • Existing starm;water drywell immediately west of the septic tank is to be excavated and reswrred to restore function of stormwater infiltration, On July 15,2008 staff from this office witnessed the video recording of existing cast iron plumbing from. the building to the septic tank, building to grease trap 01,'grease trap 41. to grease trap#2 and grease trap #2 to septic tank. In addition to witnessing the video, staff from this office witnessed the current conditions of the(2)grease traps, the septic tank, the distribution box and one leach pit. ,From review of the video and first hand observations of the on-site wastewater disposal system the following deficiencies were observed, 12 East Washington St.• Glens Falls, NY 12801 518-792-2907/518-798-1864 Fax Pdnt d an RecyCl9d PaPer NYS Department of Health,Attn: Michael Shaw August 1.8,2008 Re: Findings&Repairs-Exit 18 McDonalds • The cast iron drain line from the building to grease trap#1 showed evidence of considerable deterioration. This deterioration could likely be due to its age and prolonged exposure to Coca. C0I04, food and ice cream products. The flow characteristics of deteriorated cast iron allows for the buildup ofgrease in the line, diminishing flow capacity. Grease buildup in the drain line is likely the cause of the backup identified in,the Sanitary Code Violation. • The cast iron drains line from the building to septic tank indicated deterioration, likely due to its age. • The cast iron sanitary toes(inlets&outlets)in the.septic tank and grease traps were observed to be in poor condition and in some.instances missing..As with the building to grease trap line,it is our belief the cast iron wore out. •. Some grease build up was observed in the distribution box. Likely due to the poor condition of the septic tank and grease traps sanitary outlet tees. Grease buildup in the distribution box was removed. • An observation port exists on one of the existing leach pits..As observed from grade the leach pits appears to be functional. • The stormwater drop inlet/drywell located adjacent to the septic tank appears to have diminished infiltrative capacity. During rain:events it has been observed to backup and flood the restaurant drive through lane and top over the existing grease traps and septic tank access covers. When the septic tank and grease traps access covers are flooded inflow of stormwater into the on-site wastewater has been observed. It is from the above observations in which the `Itemization,of Repairs' were developed and the design. drawings.were prepared. It is the opinion of this office that if all of the items identified in the `Itemization of Repairs'are implemented, the violation stipulations would be met and the previous issues identified in the NYSDOH Sanitary Code Violation would be resolved. On August 8,2005,Jim Meacham of the NYSDOH approved design plans entitled"Wastewater System Replacement—McDonald Exit 18"(7/28/05-Issued for Construction)in which the on-site leach pits were expanded/replaced/re-stoned on an intaft basis. The 7/28/05 design plans indicate the'interim' leaching system was sized to hamile 3000 gallons per day, Updated water usage for the restaurant has been recently obtained from the Town,of Queensbury Water Department(see attached). Water usage for the restaurant varies greatly-throughout the year based on summer time landscape sprinldcr usage and greater summer time business. Per Renee Reardon of TR Mac,the Exit 18 McDonalds will typically do approximately 40%more business during the months of July and August than the rest of the year. Bard on October to March water usage for years 2005 through 2008 the restaurant uses an average of 1,746.2 gallons per day during these periods. A 40%increase for the months July and August correlates to a daily water usage of 2444.7 gallons per day of water use. Actual water meter madmgs for the quarter including,July.and August'indicataes the IwWseape sprinklers can.account for more than half of the daily water usage(usage not connected to the on-site wastewater system). Peak summer month's water usage of 2444.7.gallons per day still falls within the daily design flow of the 3000 gpd identified in the 7/29/05 design plans. As soon as municipal sewers become available, the Exit l8 McDanalds will connect. In an effort to comply with the Violation Stipulations and deal with.recent heavy mitt events,Renee Reardon of TR Mac is anxious to complete all the item identified in the 'Itemization of Repairs'prior to experiencing any further backups of the on-site wastewater. In order to assure compliance with the August 31,200$deadline of enacting all remedi.ation work, some work identified in the 'Itemization of Repairs'has already commenced. On July 30'h,August Ok and August 7 h staff from IES Septic&Drain replaced the building to septic tank line, building to grease trap#1. line, replace all sanitary tees in the septic tank and grease traps and re-stone the existing the drop inlet/drywell. The septic tank and grease traps access covers replacement is presently pending and are to occur shortly. Once all underground work has been completed the final asphalt pavement repair will occur. At this time we would request that the department sign off on the previously submitted(July 28,2008) design plans and allow all outstanding work to be completed.
