PB decision Project Description Applicant proposes to utilize two existing buildings where the existing main building is to be converted to office space and the warehouse space to be enclosed for heated storage. Project is associated with existing Hudson Headwaters complex facility on adjacent property. Site work includes clearing, new parking, landscaping, stormwater areas and sidewalks. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, reuse of commercial buildings shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 27 Carey Road  Arrangement- the project site has two existing buildings where one is an existing office and other is a warehouse building  Site Design- The site will be modified to include parking arrangements with Hudson headwater property on the east and sidewalks to the north adjoining another HHHN property.  Building – There are two buildings on the site 5000 sq ft building warehouse office building constructed in 2007 and a second building constructed in 2014 of 3840 sq ft. open sided storage building. The 5,000 sq ft building is to be used by Hudson Headwaters as office area.  Signage-No signage information was included for the building or free standing sign.  Site conditions-The applicant proposes site work to include removal of some existing vegetation to allow for stormwater control measures, side walk areas and parking arrangements.  Traffic- There were 16 designated spaces with undesignated area in front of the open storage building and the warehouse portion of the main building. The applicant proposes to update the parking arrangement on site to include 26 spaces between the office building and the storage building. There are new curb islands and the areas of new pavement. There are 18 new spaces where a portion is located on the adjacent property. The applicant has indicated 17 space’s area required and 44 are proposed that include the shared spaces.  Site layout and utility plan – The plans include drawing sets for the connection to the town sewer system.  Grading and drainage plan and Sediment and erosion control –The plans show two infiltration basins on the east side of the property. Snow storage is also proposed for the east side of the property.  Landscape plan – The plans show location of plantings in new curb islands and to the front of the office building. Other areas disturbed are to be planted with some trees on the east side property line.   Site lighting plan – The plans show the wall mounted lights for the two buildings –two per building with two existing for the office and two proposed for the storage building. The plans identify the pole lights on the adjacent property with three double head. The poles are to be 17 ft in height where small offices identify a 10 ft height for pole lights. The footcandles for small office is to be 1.0 and the plans indicate between 4.27 and 7.18. The board may request additional information on lighting including the cut sheet with the fixture.  Site details – The plans note some areas on Hudson Headwaters parking that are to be resurfaced and cleaned up this is considered site maintenance.  Elevations - The applicant has submitted exterior elevations of both buildings. The plans show the existing storage building converted to heated storage space. Plans should confirm if the portion of the storage building to remain as garage area will have roller doors or opened to the elements (stormwater report indicates open and plans indicate roller doors). The office building elevations indicate a new window area to the rear of the building and existing entrance of the building.  Floor plans – The floor plans show the storage building with specific heat storage and garage area. The floor plans include the office areas for the office building.  Waivers-The applicant has not requested waivers for the project.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan application for the reuse of the existing buildings and converting the buildings where one building is to be office spaces and the second building is to be storage and garage space. The project includes connection to the sewer system for all of HHHN buildings in the Carey Industrial park.
