Resolutions 1. PB decision Project Description Applicant requests to maintain a currently disturbed area removal of vegetation, shrubs & trees – intention is to plant grass in the Spring of 2020. Project site contains an existing commercial building for two tenants, currently occupied, and an existing storage building. Applicant to use area for personal storage, i.e. trailers and boats, and to place a 120 sq. ft. shed. Pursuant to Chapter 179-9-020 & Article 8 – 179-8-060 of the Zoning Ordinance, site preparation and buffer zones shall be subject to Planning Board review and approval. Staff Comments  Location- The project site is at 974 State Route 9 on a 0.66 ac parcel.  Arrangement- The project site has an existing 1,905 sq ft commercial building divided for two tenants, a storage building of 700 sq ft and personal storage of items such as trailers and boats at the rear of the property.  Site Design- the applicant proposes no changes to the existing buildings and request to maintain an area of vegetation removal of about 6,000 sq ft area where a portion of about 1,000 sq ft existing storage area.  Building – There are no changes to the buildings on site. The applicant proposes to place a 120 sq ft shed on site for additional storage.  Signage-There are no changes to the signage on site.  Site conditions-The applicant proposes to maintain the existing conditions on the site.  Traffic- There are no changes to the parking or access on site.  Landscape plan - The applicant proposes to maintain the existing tree and vegetation on the sides of the property north and south. The applicant proposes 10 trees to be planted to the rear of the property along an existing chain-link fence (the chain link fence is owned by the neighbor). In addition, the applicant requests the plantings to be the buffer where a 50 ft buffer is required between uses. Buffer C is a 50 ft landscaped area with 5 trees per 100 ft –site would require 7 trees at 10 ft in height.  Site lighting plan – There are no changes to the site lighting.   Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, j. stormwater, k. topography, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver for these items due to the specific project of clearing vegetation without approval – noting the existing buildings, parking nad site access to remain as is.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan application for the clearing of vegetation and trees on an existing commercial parcel for personal storage of boats, trailers.
