NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT
AND/OR NATIONAL GRID FOR PURCHASE AND INSTALLATION OF
EV CHARGING STATIONS AND ESTABLISHING APPROPRIATIONS

WHEREAS, by Resolution No.: 231,2017, the Queensbury Town Board established the
Clean Energy Communities Capital Project, the Town's Clean Energy Communities Committee
and the Clean Energy Communities Capital Project Fund #219 to establish funding for expenses
associated with the Capital Project and by Resolution No.: 136, 2018, accepted the designation of
the Town as a Clean Energy Community, and
WHEREAS, the Town wishes to implement Electric Vehicle Charging (EVC) facilities
and technologies in the Town to ensure their availability and use in the community, thereby
supporting vehicles which lower carbon emissions and reduce fossil fuel consumption, and
WHEREAS, by Resolution No.: 207, 2018, and Town Board authorized submission of an
application to the New York State Department of Environmental Conservation to request grant
funding through the Zero-Emission Vehicle (ZEV) and Infrastructure Municipal Rebate Program,
and
WHEREAS, National Grid may fund costs for approved projects to eligible applicants up
to 100% of electrical infrastructure and installation of EVC, with charging stations to be owned
by the applicant and installed and activated by the applicant's vendor, and
WHEREAS, the New York State Energy Research and Development Authority
(NYSERDA) Charge Ready NY incentive program offers public and private organizations that
install Level 2 EV charging stations at public parking facilities, workplaces, and multifamily
apartment buildings, rebates of$4,000 per charging port installed, and
WHEREAS, by Resolution No.: 72,2019, the Town Board authorized submission of
applications to National Grid and NYSERDA for the Charge Ready NY rebate incentive program
and authorized the development of plans to implement EVC stations, and
WHEREAS, NYSERDA has awarded to the Town grant funds in the amount of$8,000 per
ChargePoint EVC unit (and the Town wishes to install six (6) such units) for a total of up to
$48,000 and National Grid will pay for the installation of each unit at a cost of approximately
$8,465 per unit for a total of up to $50,790, and
WHEREAS, the Town Board wishes to accept such grant funds and authorize installation
of the ChargePoint EVC units,
NOW, THEREFORE, BE IT
RESOLVED,that the Queensbury Town Board hereby accepts the $48,000 in grant funding
from the New York State Energy Research and Development Authority (NYSERDA) and
$50,790 in grant funding from National Grid for a total of$98,790 as set forth in the preambles of
this Resolution, and
BE IT FURTHER,

RESOLVED, that the Town Board further establishes appropriations and estimated
revenues as follows:
• Increase Appropriations in Account No.: 219-8030-4400 by$98,790; and
• Increase Revenue in Account 219-0000-53910 by$98,790;
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer
to amend the Town Budget, make any adjustments, budget amendments and transfers, and/or
prepare any documentation necessary to establish such appropriations and estimated revenues and
effectuate all terms of this Resolution, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the installation of six (6)
dual port EVCs (or a total of 12 charging ports) by Apex Solar Power (the Town's EVC
installation vendor) with the ChargePoint EVC locations to be as follows:
• Two (2) dual ports (four {4} charging ports total) near the Town of Queensbury
Activities Center;
• Two (2) dual ports (four {4} charging ports total) at the Town's Hovey Pond Parking Lot;
• Two (2) dual ports (four {4) charging ports total) at the I-87 Northway Exit 18 Park and
Ride adjacent to the kiosk;
and
BE IT FURTHER,

RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
sign any needed grant agreements and/or documentation and the Town Supervisor and/or Town
Budget Officer to take such other and further actions necessary to effectuate the terms of this
Resolution.

RESOLUTION AUTHORIZING APPLICATION FOR REBATE FUNDING
OF EV CHARGING STATION PURCHASE AND INSTALLATIONS
FROM NATIONAL GRID AND NYSERDA

WHEREAS, by Resolution No.: 231,2017, the Queensbury Town Board established the
Clean Energy Communities Capital Project and the Town's Clean Energy Communities
Committee, and
WHEREAS, by Resolution No.: 136, 2018, the Queensbury Town Board:
1. accepted the designation of the Town of Queensbury (Town) as a Clean Energy
Community;
2. authorized an application for the Clean Energy Communities' Clean Energy
Community Grant;
3. authorized the Clean Energy Communities Advisory Committee's participation in
design and administration of the Clean Energy Communities' Solarize Program
and Grant Application;
4. authorized and accepted $5,000 in grant funding from the New York State Energy
Research and Development Authority (NYSERDA) as incentive payment for the
Town's continuation of the Queensbury Solarize Campaign, and
5. supported and endorsed its commitment to participate in the Southern
Adirondacks for Solar Solarize Campaign, and
WHEREAS, it is the intention of the Town to adopt a strategy for community-wide clean
energy development for the purpose of achieving the multiple economic, health, environmental,
and educational benefits, while maintaining the community character, design standards, and
livability of the Town of Queensbury, and
WHEREAS, there are a number of Electric Vehicle Charging (EVC) facilities and
technologies that can be deployed in the Town of Queensbury and several strategies that the
Town can implement to ensure the availability and use of EVC in the community for residents
and visitors that have electric vehicles, and
WHEREAS, the deployment of many of these EVC facilities and the pursuit of these
strategies can greatly improve the services offered to residents and visitors, while supporting
vehicles which lower carbon emissions and reduce fossil fuel consumption in the Town, and
WHEREAS, it is the intent of the Town to examine its current policies, plans, programs,
strategies, and regulations to determine whether they facilitate and further the deployment of
appropriate EVC facilities in the Town, and
WHEREAS, by Resolution No.: 207, 2018, and Town Board authorized submission of an
application to the New York State Department of Environmental Conservation to request grant
funding through the Zero-Emission Vehicle (ZEV) and Infrastructure Municipal Rebate
Program, and
WHEREAS, National Grid may fund costs for approved projects to eligible applicants up to
100% of electrical infrastructure and installation of EVC, with charging stations to be owned by the
applicant and installed and activated by the applicant's vendor, and
WHEREAS, the National Grid grant application is not a binding commitment to costs,
installation, or responsibilities associated with EVC Station installations, but is an application to
seek funding for potential projects in the Town of Queensbury and no further commitments are
sought or made by this Resolution at this time, and
WHEREAS, the New York State Energy Research and Development Authority
(NYSERDA) Charge Ready NY incentive program will subsequently offer public and private
organizations that install Level 2 EV charging stations at public parking facilities, workplaces,
and multifamily apartment buildings, rebates of$4,000 per charging port installed, and only after
National Grid EVC funds have been awarded will the Town of Queensbury pursue discussions of
final design and installation of EVC on municipally owned land within the Town and if EV
charging stations are installed, the Town will subsequently submit for NYSERDA rebates, and
WHEREAS, the Town of Queensbury will contribute the balance of the project if
additional funding is required, and
WHEREAS, this Resolution is non-binding in that the Town Board is only seeking
eligibility for grant funding, with no match or further commitment required from National Grid
or NYSERDA at this time,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs submission
of an application to National Grid and then subsequent to this approval an application to
NYSERDA for the Charge Ready NY rebate incentive program currently available as delineated
in the preambles of this Resolution, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town's staff, its
consultants and/or installer partners to develop a comprehensive set of plans, programs, and
locations best suited to implement and install EVC stations in the Town of Queensbury to best
serve its residents and visitors to the community and to implement appropriate practices so that
the Town of Queensbury can become a leader in advancing the use of EVC Stations throughout
the community, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Senior Planner, Town Staff, Consultant and/or Town Budget Officer to take any other action
necessary to effectuate the terms of this Resolution.

Re: EV Charging station installation& the Assignment of EV Charging incentives to Contractor
I, (Harrison Freer) make a motion to have Apex Solar Power install the following EV Charging stations for
the Town of Queensbury:
4 Level II charging ports at the activities center at the Queensbury Town Hall.
4 Level II charging ports at the Hovey Pond recreation area.
4 Level II charging ports at the Exit 18 park and ride Kiosk.
The Town of Queensbury Site Host/Equipment Owner will receive credit for forthcoming incentive
money from Apex Solar for the installation of these above EV charging Goods and Services. Apex solar
power has agreed to procure and install the EV charging stations for The Town of Queensbury(Site
Host/Equipment Owner) in advance of receiving EV charging incentive money from Nyserda. grant
which will then be assigned to Apex Solar Power:
This motion confirms that The Town of Queensbury will assign to Apex Solar Power 100%of the EV
charging station Nyserda incentive grant funding to pay for the equipment previously paid for and
installed by Apex Solar Power.
