RESOLUTION AUTHORIZING SARATOGA COUNTY TO CONDUCT
PILOT/DEMONSTRATION WATER TESTING NEXT TO THE TOWN OF
QUEENSBURY’S WATER TREATMENT PLANT

WHEREAS, Saratoga County is currently planning the design and construction of a 14 million
gallon per day water treatment facility in the Town of Moreau with an intake upstream of the Town of
Queensbury’s Water Treatment Plant, and
WHEREAS, Saratoga County wishes to run a pilot facility to demonstrate the ability to treat
water with a relatively new membrane filter process, and Saratoga County has requested permission
from the Town of Queensbury to perform the demonstration testing on property next to the Town’s
Water Treatment Plant, and
WHEREAS, Saratoga County has agreed to reimburse the Town of Queensbury for all costs

associated with the proposed pilot testing as set forth in the February 18, 2005 letter from Saratoga
County’s Project Engineer, Malcolm Pirnie, Inc. to the Town’s Water Superintendent presented at this
meeting, and
WHEREAS, the Water Superintendent has recommended that the Town Board authorize
Saratoga County to conduct such pilot tests as such testing would present no problems to the Town’s
facilities and would provide the Town with valuable data for possible future upgrades to the Town’s
Water Treatment Plant, and
WHEREAS, the Town wishes to extend a spirit of cooperation for the mutual benefit of the
Town and Saratoga County constituents by authorizing such pilot testing and feels that such testing
would be in the best interests of the Town, its residents and the Consolidated Water District,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves and authorizes Saratoga
County to run a pilot facility to demonstrate the ability to treat water with a relatively new membrane

filter process, on property next to the Town’s Water Treatment Plant, as set forth in the February 18,
2005 letter from Saratoga County’s Project Engineer, Malcolm Pirnie, Inc. to the Town’s Water
Superintendent presented at this meeting, and
BE IT FURTHER,
RESOLVED, that Saratoga County shall reimburse the Town of Queensbury for any and all
costs incurred as a result of such pilot testing, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor and/or
Water Superintendent to execute any documentation associated with such water testing and authorizes
the Town Supervisor, Water Superintendent, Budget Officer and Town Counsel to take such other and
further action necessary to effectuate the terms of this Resolution.
