159.2005 RESOLUTION REQUESTING AND URGING FEDERAL LEGISLATION TO PROVIDE REGULATORY AUTHORITY OVER CABLE RATES AND INCREASES RESOLUTION NO.: 159, 2005 INTRODUCED BY: Mr. Roger Boor WHO MOVED ITS ADOPTION SECONDED BY: Mr. Tim Brewer WHEREAS, cable service for television programming and internet access has become an important element of modern life, and WHEREAS, much to the frustration of local officials and their constituents, cable service subscriber rates have been the subject of repeated rate increases in recent years by cable companies not subject to effective competition, and WHEREAS, Federal regulatory authority that could help address and control costs for cable services at levels about the minimal basic service level is non-existent leaving municipalities and subscribers therein without an effective means of addressing higher costs, and WHEREAS, Federal legislation is the only practical means of addressing ever increasing costs for cable service, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby requests and urges its Federal representatives to work towards and adopt legislation which will provide regulatory authority to the Federal Communication Commission, State government and/or local municipalities to make cable rates and increases subject to review and thereby provide a vehicle by which legitimate concerns of local constituents may be addressed, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor’s Office to forward certified copies of this Resolution to Senator Charles E. Schumer, Senator Hilary R. Clinton, Congressman John E. Sweeney, William Flynn, Chairman of the New York State Department of Public Service, and the New York State Association of Counties. st Duly adopted this 21 day of March, 2005, by the following vote: AYES : Mr. Turner, Mr. Strough, Mr. Brewer, Mr. Stec, Mr. Boor NOES : None ABSENT: None
