Project Description
Applicant proposes to reuse an existing 24,850 sq. ft. building where tenant #1 is an existing electric supply
business, Tenant #2 space is vacant and the applicant to use 11,270 sq. ft. for auto repair and detailing including
lifts and other auto related equipment storage. Site work includes interconnect to adjacent property and new
lawn area. Pursuant to Chapter 179-9-020 of the Zoning Ordinance, new commercial use shall be subject to
Planning Board review and approval.
Staff Comments
Location-The project site is located at 281 Dix Avenue a 2.0 ac parcel.
Arrangement- The site has an existing 24,850 sq ft building with associated parking.
Site Design- The applicant proposes to utilize 11,270 sq ft of the building to operate an auto repair, detailing
and auto related equipment storage.
Building – The building has a total of three tenant spaces where Tenant space one is is 9,600 sq ft used by
Warren Electric, Tenant Space 2 is currently vacant and anticipated office tenant for a 3, 980 sq ft space, the
remaining tenant space of 11,270 sq ft is to be used as the auto repair. The applicant is the operator of the
NEMER Auto Facility on Quaker Road and the additional space will allow for the overflow of the existing
auto facility. The space used for the auto detailing and repair will include improvements such as lifts (4),
washbay and a bathroom – no changes to the exterior of the building ie no changes to existing man doors or
overhead doors.
Signage-The applicant has indicated there are no sign changes to the existing free standing sign.
Site conditions-The site currently contains the building, parking and drive lanes with an access to Dix
Avenue. The applicant proposes an inter-connect to the NEMER site at 728 Quaker Road. Specifically for
the auto repair business.
Traffic- The project site has identified 51 parking spaces and required for the existing Warren Electric
tenant, a potential office tenant and the proposed auto detail/repair shops. In addition, the applicant has
explained the auto repair vehicles are from the Quaker Road site with limited use in the parking for the site.
Site plan overall
Grading and drainage plan and Sediment and erosion control – The applicant has indicated the existing
stormwater system is not changing. During discussion with the applicant it was indicated the stormwater
system is operating and no changes were proposed.
Landscape plan – There is no changes to the existing plantings on the site. There is one area to be converted
from impermeable to a lawn area on the west side of the property.
Site lighting plan – There are no changes to the wall lights that are existing and pole lights. The photos
show pole lights that appear to be in the right of way
Utility details – there are no changes to the site utilizes as the building is currently connected to electric,
phone, water. The site has an existing in-site septic.
Elevations - The applicant has provided photo views of the existing building.
Floor plans – The plans shows the areas within the building to be utilized by the applicant and the tenants.
Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h.
signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction
details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.
The waivers requested–Staff finds it reasonable to request a waiver as these items are typically
associated with commercial projects.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the
written request of an applicant. The Board is to review the waivers and to determine if they are to be
granted.
Summary
The applicant has completed a site plan application for the reuse of an existing building to maintain the existing
tenant space and to use a portion of the building for an auto detail repair facility.
