Project Description
Applicant proposes to modify an existing approved site plan for new façade features on North and South sides
of building maintaining 12,505 sq. ft. building (previous approval included removal), convert 12,206 +/- sq. ft.
area from proposed building to new green space. Additional site work for parking improvements, no new
signage. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, modifications to an approved sit plan shall be
subject to Planning Board review and approval.
Staff Comments
Location-The project is located at 1444 State Route 9 and is known as the Adirondack Factory Outlets
Arrangement- The applicant plans to retain a 13,675 sq ft of existing building that included stores such as
Under Armor and Timberland shoes. The area of 12,706 sq ft existing gravel area is to be converted to
green lawn area.
Site Design- The plans show the location for the building area to be remain attached to the existing outlet
building structure. The plans also show the rearrangement of parking for the front of the building and the
converted gravel area to lawn area.
Building – The building plans show the updated façade that removes some covered walkway areas. The
towers are to remain and will be refaced to match the new façade. The main building façade is proposed to
be cream clapboard siding, dark green metal roofing, and new window treatments floor to ceiling glass.
Some of the towers will have fieldstone pattern columns.
Signage-signage areas are show in the photos but it is not clear if there will be new signage or if there is any
modification to the signage on the buildings. .
Site conditions-The site conditions will be similar to the current conditions on site now.
Traffic- The plans indicate there are 350 parking spaces required and 324 spaces exist and 337 parking
proposed.
Site layout and utility plan –No changes are proposed to the utility plan.
Grading and drainage plan, Sediment and erosion control – The project has been provided to engineering for
review and comment. The applicant has indicated the stormwater management will be addressed with
existing drywells and new ones to be installed in areas near the new building.
Landscape plan –There are no new landscaping plans other than an area of existing gravel to be converted to
lawn area.
Site lighting plan –The plans provided show the proposed new wall lights. The L1 fixtures would be placed
on the walls on the outside of the business walls and there is to be 20. There is L2 fixtures to be placed on
the entry areas of the outlet center; there are to be 9 of them. The plans also indicate there are 6 existing
pole lights varying in height.
Elevations- The plans show the exterior elevations of the façade with removal of most of the covered
sidewalk areas. The elevations show a new window scheme for the south and north side with floor to
ceiling window.
Floor plans –There are no changes to the floor plans existing.
Waivers-Planning staff has reviewed the applicants request for waivers that include, h. signage, k.
topography, n traffic, o. commercial alterations/ construction details, q. soil logs, r. construction/demolition
disposal s. snow removal.
The waivers requested– Staff would suggest requesting additional information on signage where the
remaining items are associated with construction where this site there is no new building and no new site
disturbance.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the
written request of an applicant. The Board is to review the waivers and to determine if they are to be
granted.
Summary
The applicant has completed a site plan application for the modification of an approved site plan to maintain a
13,675 sq ft portion of an existing building, eliminating construction of new building at 12,706 sq ft and
converting the construction area to lawn area. The board may request additional information about signage.
The may consider proposing a time-frame for the activities proposed to be completed and order 1) conversion of
stoned area to lawn and 2) site work for façade areas 3) façade work for north and south sides.
