RESOLUTION APPOINTING MARILYN RYBA AS FAIR HOUSING
OFFICER
AND SETTING FORTH FAIR HOUSING PLAN AND
IN CONNECTION WITH
RESPONSIBILITIES
NEW YORK STATE SMALL CITIES COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM

WHEREAS, Federal and New York State Laws prohibit discrimination in the sale, rental and
financing of housing on the basis of race, creed, gender, national origin, familial status, marital status or
handicap, and
WHEREAS, the Town of Queensbury participates in the New York State Small Cities
Community Development Block Grant Program, and
WHEREAS, the Community Development Block Grant Program requires that each
participating community take specific affirmative actions to further fair housing, including the
appointment of a Fair Housing Officer, and
WHEREAS, the Town’s Department of Community Development wishes to designate Marilyn
Ryba, Senior Planner, as the Officer responsible for implementing this plan,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs the designation
of Marilyn Ryba, Senior Planner, as the Town’s Fair Housing Officer and person responsible for
implementing the Fair Housing Plan in connection with the New York State Small Cities Community
Development Block Grant Program, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that the Fair Housing Officer
which also constitute the Fair Housing Plan for the
be charged with the following responsibilities,
Town of Queensbury
:
A.Become knowledgeable in the fair housing provisions of Federal, State and Local
Laws;
B.Conduct an analysis of barriers to equal housing opportunity (as per 24 CFR part
570.904(c)).
C.Develop a strategy to overcome any barriers.
D.Review local policy for impact on housing choice.
E.Compile Fair Housing information and make it available to interested persons.
F.Disseminate information and answer questions relating to fair housing laws.
G.Assist aggrieved persons.
H.Refer Discrimination complaints to appropriate Federal or State agencies.
I.Maintain a record of actions taken pursuant to this Plan.
J.This Plan and related documents shall be posted in the Town Hall.

K.The Community Development Office shall advertise annually in the official newspaper
the name and address of the Fair Housing Officer.
L.The Plan shall take effect immediately upon approval of this Resolution.

BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor,
Executive Director of Community Development and/or Senior Planner to complete any documentation
and take such other and further action necessary to effectuate the terms of this Resolution.
