202.2003 RESOLUTION TO USE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM INCOME RESOLUTION NO.: 202, 2003 INTRODUCED BY: Mr. Tim Brewer WHO MOVED ITS ADOPTION SECONDED BY: Mr. Daniel Stec WHEREAS, by Resolution No.: 108,2003, the Queensbury Town Board scheduled two (2) public hearings concerning the Town’s proposed application for Community Development Block Grant (CDBG) funds through the New York State Administered Small Cities Program, and th WHEREAS, the Town Board duly conducted its public hearings on February 24 and th March 24, 2003, heard all interested persons, reviewed its housing and community development needs anddeveloped a proposed program and application for the CDBG funds, and WHEREAS, a unique aspect of the grant application requires moving a vacant house to be donated by the Queensbury Economic Development Corporation (QEDC) for rehabilitation and use by persons meeting all Small Cities Program requirements; and WHEREAS, Habitat for Humanity has agreed to work with the Town of Queensbury to rehabilitate this property should the grant be awarded, as evidenced by the attached letter dated March 19, 2003 from the Glens Falls Area Habitat for Humanity organization; and WHEREAS, the Small Cities grant funds, if awarded, would pay for foundations and utilities; and WHEREAS, there is available property within the Small Cities Target Area for sale and willingness by the owner to sell at fair market value, as evidenced by the attached letter dated April 1, 2003; and WHEREAS, the Town is desirous of working with Habitat for Humanity to increase housing opportunities for lower income persons; and NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby approves of the use of up to $10,000 in Community Development Program Income from the H.U.D. Block Grant Fund #12 to grant to Habitat for Humanity in order to purchase an available property within the target area identified in the FY 2003 Small Cities Grant Application, should the grant application be awarded funds through the Governor’s Office for Small Cities (GOSC), and BE IT FURTHER, RESOLVED, that the Town Board authorizes and directs the Town Supervisor, Town Comptroller and/or Executive Director of Community Development to sign any documentation and take any other action necessary to effectuate the terms of this Resolution. th Duly adopted this 7 day of April, 2003, by the following vote: AYES : Mr. Boor, Mr. Turner, Mr. Stec, Mr. Brewer, Mr. Brower NOES : None ABSENT : None
