The LA Group had done a series of percolation tests as part of the application process for an APA permit and NYSDEC SPDES permit. About 20%of the area had percolation rates faster than 2-Minutes.. We had a number of discussions with the APA technical staff,Shaun LaLonde and the NYSDEC Region 5 office on how best to mitigate the small area affected by the rapid percolation rates. We dismissed a peat system, as we have unearthed a number of peat biofilters that were used for odor control at large wastewater treatment plants and were uneasy about long term maintenance. The inability to inspect the core of a secondary treatment system was not acceptable to us. This left soil augmentation and or some other type of treatment system.Kathleen Suozzo,P.E.has had experience with the Orenco system and recommended this for Irish Bay. In a joint meeting with NYSDEC,NYSDOH,and the APA we discussed the pros and cons of the soil augmentation and the enhanced treatment. In concept,everyone agreed that removing 60%- 90%of the organic and solid levels prior to discharge had greater environmental benefit than soil augmentation. We all left the meeting with the understanding that the treatment system would be submitted in the final application. That the wastewater treatment system be constructed in strict accordance with the approved documents. 2. That the facilities.shall be completed within 5 years of this date. If construction is not completed within 5 years of the approval date, the waiver will expire, and re-application to this office will be required. 3. That the construction/installation of the facilities shall be under the supervision of a person or firm qualified to practice professional engineering in the State of New York under the Education Law of the State of New York. 4. That a representative of this office be contacted to inspect the system prior to backfill. 5. That the professional engineer shall certify to this department that the construction/installation of the facilities have been under their supervision and that the works have been fully completed in accordance with the approved documents. 6. We met with Dr. and Mrs. Birchenough as well as representatives from the Contractor, Mulholland Enterprises to discuss the existing septic system. A sketch of the existing system that was prepared by the previous owner is attached. We discussed the Town's protocol to address new systems and repair of existing systems. As you know,the Birchenough's are in the process of installing a basement under their residence. During the construction,the Contractor noticed that the septic system appears to have some leaks and is not fully effective. I have reviewed the sketch of the existing system with the Contractor and would like to investigate the system further to determine its condition and usefulness. At the same time I would like to excavate deep hole test pits and perform percolation tests to aid in the design of a new system, if needed.
