Resolutions 1. PB decision Project Description Applicant proposes to lease 1,500 sq. ft. for a business service spa. The remainder of the building is used by Heber Travel 3,000 sq. ft. office area. The applicant has indicated no changes to the exterior of the building and no site changes. Pursuant to Chapter 179-3-040 & 179-9-020 of the Zoning Ordinance, new commercial use and no site plan review in over seven years shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 420 Quaker Road on a parcel that is 0.96 acres.  Arrangement- The site has an existing 3 story building with associate parking.  Site Design- The applicant proposes to lease 1,500 sq ft of space on the lower level of the building. There are no exterior changes proposed. The access to the lower portion of the building is from a sidewalk that is accessible from the parking lot.  Building – The existing building is 3,000 sq ft +/- floor area and has 1,500 sq ft footprint. The access to the Spa area is from the parking lot from an existing sidewalk area.  Signage-There is no changes to the proposed signage at this time.  Traffic- The project site has an existing 40 spaces where 10 spaces are required for the Heber business and 8 spaces for the Spa ADKs. There are no proposed changes to the site parking or site access.  Grading and drainage plan, Sediment and erosion control- No changes are proposed to the site  Landscape plan- There are no changes proposed to the existing landscaping  Site lighting plan- There are no changes to the existing lighting.  Utility details – There are no changes to the utilities proposed.  Elevations – The applicant has provided photos of the existing building exterior and has indicated no changes are proposed.  Floor plans – The floor plans shows there are three floors and the floor to be used by the Spa is utilizing the space for two rooms.  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items as there is no changes proposed to the exterior site and there is suitable space for the existing business and the proposed business.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
