Parcel History:SP 42-2009, SV 36-2009 __________________________________________________________________________________________ Requested Action Planning Board review and approvalto upgrade the façade, wall sign and free standing sign to match the color scheme and signage for Price Chopper/Market 32. Resolutions 1. PB decision Project Description Applicant proposes to upgrade the façade, wall sign and free standing sign to match the color scheme and signage for Price Chopper/Market 32. The colors to be modified from blue, red and white to green, browns and greys. Signage is to be reduced from nine wall signs to six wall signs for Market 32. Pursuant to Chapter 179- 9-120 of the Zoning Ordinance, amendments to an existing site plan shall be subject to Planning Board review and approval. Staff Comments  Location- The project site is at 677 Glen Street on a 18.79 area parcel.  Arrangement- The site has an existing 87,388 sq ft footprint building.  Site Design- There is no changes to the site in regards to parking or access.  Building – The façade color change includes removal of the red, blue and white elements on the building. The new color scheme includes browns, greens and grays, where a majority of the building is to be grey.  Signage-The project had received a sign variance in 2009 (SV36-2009) for 6 wall signs and one free standing sign. The file is unclear as to the existing sign configuration of 9, however the project reduced the number of wall signs to six and reduces the square footage of the wall signs over all. The free Standing sign was subject to sign variance that granted 60 sq ft and the applicant proposes a 48 sq ft sign and the space below is to remain vacant at this time ( the space below use to have a bank sign that is no longer in the store. The project does include a 12.57 sq ft starbucks sign – Starbucks is located within the store and has a separate Certificate of Occupancy and is allowed one sign no greater than 30 sq ft. The submission includes a sheet outlining the existing square footage of each sign and the proposed new signs and square footage.  Traffic- There are no changes to the parking area – the application lists 398 parking spaces  Grading and drainage plan, Sediment and erosion control- There are no changes to the existing stomrwater management on site.  Landscape plan – There are no changes to the existing site landscaping  Site lighting plan- There are no changes to the existing lighting on site.  Elevations- The elevations show the existing signage and the proposed signage. The plans include the color scheme as well.  Floor plans- There are no changes to the internal floor plan of the building.  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver for these items as the only change is to the façade color and signage.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
