A. Site Description: • 1 . This property ' is owned by the Harrisena community Church, Inc . and includes the following buildings; a stone church, a framed educational building , a framed • parsonage residence with garage and a free-standing framed garage. '; The property is approximately 1/4 mile north of Route 149 on the easterly side of Route 9L (see attached . copy of portion of U.S. Geological Survey map) . TIe immediate portion of the property adoining the highway is relatively flat with increasing slopes toward the East. The soil type is Oakville Series OaB and OaC as shown on Map #37 "inset" of Warrep County Soil Survey. Oakville Series has very rapid permability (6"-20" per hour) with high seasonal groundrater lower than 6 feet below the surface. The' ' soil is loamy fine sand , the slope varies from 37. to 15%, and all property east of existing developed area is vegetated with heavy sod and grasses. : The property is shown on Town of • Queensbury Tax Map No. 8, Section 27 ( page 1 of 2) . 2. Percolation testing was done in the proposed area for the septic system on May 11 , 1992 and deep test holes were excavated i .to 8 feet below the surface on May 6, 1992. Average percolation rate was 3 inches (20" per hour ) and no ground water was observed in the test holes over a 24- hour period . 3. The total property area owned by Harrisena Community Church, Inc . at this location is 7. 11 acres. 4. Route 9L and property immediately adjacent to it also drains gently along the road to the south. 3 . Wetlands exist : approximately 500 ft . east of the easterly boundery of the Harrisena Community Church property line itt Page 3 Stormwater report - October 22, 1992 (REVISED 1-20-93) ri G. The proposed projects consist of the following construction : 1. a 2-story addition to the existing educational building of approximately 2, 550 sq . ft . of land area 2. a new septic disposal system 3 . additional parking area and walkways of 16, 000 sq . ft. 4 . stormwater management system H . Infiltration device storage capacity: 1 . Design requirements specify that stormwater control facilities shall be designed so that no increase in runoff volume from a 50 year storm/24 hour duration following project development over the pre-development _ volume shall accur and that no infiltration of this project development runoff is to occur in the infiltration devices during the first 24 hour period. 2 . The 50 year storm/24 hour duration will result in a runoff of 55,950 gallons from the additional project development . 3. The 4 proposed 8 ft . diameter drywells (with 5 ft . vertical area below inlet) will store 5,760 gallons of water with no infiltration taking place . Infiltration capacity of the' ,4 drywells (+ storage capacity) and the riprap area, != 69, 760 gallons per hour . K. Runoff attenuation for 100 year storm: 1 . Design requirements specify that 100 year storm peak runoff be attenuated so that it is no greater than for pre-development flow rates . 2. The 100 year storm/1 hour duration runoff (peak) for the additional impervious areas due to the project = 29, 140 gallons(hour . 1 3. Infiltration capacity for project: a. Infiltration, area of soil used by one ( 1) 8 ft. O .D . drywell! with effective height of 5 ft . , 2 ft . annular ring of crushed stome, and 5 ft . outer ring of soil = 380 sq . ft . . Infiltration rate for one ( 1) drywall with 20" per hr . soil permeability = 4,750 gals. per hour . Total capacity of one ( 1) drywell for one ( 1) hour = 4, 750 + 1,440 (storage) = 6, 190 gallons . Capacity of four (4) drywells for one ( 1) hour = 24, 760 gallons . b . Infiltration area of riprap = 3,600 sq . ft . Infiltration rate of riprap area with permeability of 20" per hour = 45, 000 gallons per hour . Page 5 - Stormwater Report - October 22, 1992 (REVISED 1-20-93) rf c. Grass filter strip between riprap and outer circle of drywells= = 4, 500 sq . feet . Infiltration rate of grass filter strip with permeability of 20" per hour = 56, 250 gallons per hour . d . The total theoretical infiltration capacity of drywells, riprap and grass filter strip = 126, 000 gallons in one ( 1) hour . e . The total theoretical infiltration capacity, as proposed, ` twice the additional runoff created by • the project(100yr/24hr . storm) and is 1/3 greater than required for 100 year storm/1 hour duration for entire area after completion of project. f . An added safety factor to the above outlined infiltration; capacity is the 16, 000 sq . ft. of grassed area between the drywell infiltration area and the easterly property line. g. All areas designated for runoff infiltration are a minimum of 1100 feet from any well, wetland, water body, watercourse or septic absorption field . I L. Runoff to adjoining and receiving areas : It is apparent that,; with the large expanse of grassed area downstream from all existing and additional impervious areas for runoff infiltration , adjoining receiving areas will receive the same base flow of water runoff as they received prior to development . M . Pollution control: I The proposed infiltration devices and the large area of grassed filter strip iwill control runoff of all de-icing salts and sand and the vehicle pollutant build-up on paved areas . N . Erosion control : 1 . Temporary erosion control during excavation for and construction of the addition to the educational building will !consist of silt screens below the construction site and mulching of all disturbed areas. All active construction areas shall be mulched and revegetated foi erosion control within 10 calendar days following last substantial construction activity. i}} Page 6 - Stormwater Report October 22, 1992 REVISED 1-20 -93) 2. Permanent errosion control will be provided by mulching and revegetation of all soil areas disturbed by the project. Erosion and emergency overflow control alongside the long direction of additional parking area shall be controlled by the riprap area on the downhill side of the parking lot . 0. Runoff interception At parking lot : The stormwater runoff from the majority of the parking lot and roadways will be intercepted by four (4) catch basins as located on the appropriate drawings . Piping from catch • basins to drywells viand for equalization lines between drywells will be approved 6" PVC piping with push joints . A static head of at least 12 feet between top of catch basins and inlet toHdrywells will permit the 6" lines from catchbasins to drywells to convey a minimum of 1,000 gallons per minute. P . Total project pictorial presentation is shown on William E . Montgomery Jr . PE drawings No . 92-22, Sheets #1 thru #5. Appendices to this report include Appendix A from the Stormwater Managementt Regulations and a portion of the tax map showing Harrisena Community Church, Inc. property and adjacent areas. Q. Project schedule : A project schedule shall be established by the Building Committee of the Harrisena Church as soon as it can be realistcally determined . R. Maintenance schedule : A maintenance schedule shall be established by the appropriate responsible operations personnel of the Harrisena Church to insure adequate and satisfactory maintenance of stormwater control measures. S . I certify that the stormwater management measures as designed and presented in this Stormwater Control Report will function adequately and will not adversely affect adjacent or downstream waters or properties . This stormwater management design has followed the guidelines and regulations of T e Lake George Park Commission (Subpart 646-4 of Title 6), and the "New York Guidelines for Urban Erosion and Sediment Control" . g'' 'Irrr""‘`4-7/1/' 44'; fvf r(s`' /;: ow.
