Resolutions 1. PB decision Project Description Applicant proposes to complete a permeable paver patio area of 220 sq. ft. and to install a small retaining wall. The existing home is 1,278 sq. ft. footprint and there are no proposed changes. Pursuant to Chapter 179-6-050 & 179-9-120 of the Zoning Ordinance, hard surfacing within 50 ft. of shoreline and modification of an approved site plan shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 102 Rockhurst Road on a 12,575 sq ft parcel.  Arrangement- The applicant received an approval in 2014 for the construction of the new home and associated site work.  Site Design- The applicant had started a 220 sq ft permeable patio area and stopped when told additional review is required. The project includes completing the 220 sqft patio and installing a 3 ft rock wall around the patio and another small rock wall near the shoreline. The applicant had stabilized the south side of the property that had been disturbed with topsoil and sod.  Building – There are no changes to the existing home.  Site conditions-The plans show the landscaping on the site, stormwater management areas, pathways from the home to the shore, septic area and the driveway area previously approved. The patio and rock wall are subject to site plan review for hard surfacing within 50 ft of the shoreline.  Grading and drainage plan, Sediment and erosion control – the plans show the location of silt fence in the area of the patio and the rock wall.  Landscape plan – no changes are proposed  Utility details- no changes to the water supply or on site septic system  Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items as the project is specific to the permeable patio and the rock wall.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
