Project Description
Applicant proposes to construct a 3,600 sq. ft. addition to an existing 14,842 sq. ft. (footprint) building for
additional service bays. The new addition is to have five overhead door, two at each end (west & east) and one
to the south. Project work includes new pavement and vehicle parking area arrangement update. Pursuant to
Chapter 179-9-020 of the Zoning Ordinance, new commercial construction shall be subject to Planning Board
review and approval.
Staff Comments
Location-The project is located at 728 Quaker Road on a 3.25 acre parcel.
Arrangement- The site has an existing 14,842 sq ft auto sales and service center building. The site has
parking on much of the remaining site for sales vehicles and vehicles under repair. The existing site
Site Design- The 3,600 sq ft addition will be constructed to the rear of the existing building. The parking is
to be adjusted to accommodate a drive aisle to the rear and green space requirements.
Building – The building addition of 3,600 sq ft will include bays on either end – information doesn’t
indicate work space arrangement ie does each station have a lift area. The building is connected to the main
building with a man door and appears to be an overhead door as well.
Traffic- The plans indicated there are 102 parking spaces required and 166 are proposed (149 were
existing). The plans show a rearrangement of parking to minimize the parking on lawn areas. Noting
project sites in CI are allowed display upon review during site plan – the plans show a display area where
vehicles will be placed for display.
Grading and drainage plan, Sediment and erosion control-The project information indicates the addition is
over existing asphalt and 1,651 sqft of new impervious surface to be added. The site has existing drywells
and catch basins. Two of the drywells will be relocated. The addition is to be guttered and discharge to a
catch basin. The project has been referred to the Town Engineer for review and comment.
Landscape plan-no new landscaping is proposed.
Site lighting plan-The applicant has requested a waiver from lighting photo-metrics. Staff would request
clarification if there will be wall packs on the new addition and if any parking lot lighting fixture will be
changed.
Utility details-The existing building is serviced by an on-site septic system and municipal water –there are
no changes proposed.
Signage-no new signage is proposed for the wall or freestanding.
Elevations-The elevations indicate a 22 ft height
Floor plans-The floor plans show an open floor plan with the door locations.
Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h.
signage, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, q. soil logs,
r. construction/demolition disposal s. snow removal.
The waivers requested–Staff finds it reasonable to request a waiver as this is for an addition to an
established site that as part of the new addition the site will be updated to minimize impacts to the green
area. Staff would request clarification on the lighting –wall mounted and if any pole fixtures are to be
replaced.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the
written request of an applicant. The Board is to review the waivers and to determine if they are to be
granted.
Summary
The applicant has completed a site plan application for the addition of 3,600 sq ft for additional vehicle work
bays to the 14,842 sq ft main building. Clarification should be requested on lighting – if new wall mounted
lights are to be installed and if any light fixtures in the parking area are to be replaced. In addition, the board
may discuss the extent of the site use as observed the amount of vehicles on the site seems to have maxed out
the site and green space is almost at the minimum allowed.
