454.95 RESOLUTION WITH REGARD TO THE ESTABLISHMENT OF HUDSON RIVER PARK - COMMENCEMENT OF SEQRA REVIEW RESOLUTION NO.: 454, 95 INTRODUCED BY: Mr. Theodore Turner WHO MOVED ITS ADOPTION SECONDED BY: Mrs. Connie Goedert WHEREAS, the Town of Queensbury has secured a Municipal Park Project Grant under the Land and Water Conservation Fund and the Environmental Quality Bond Act of 1986, and WHEREAS, the Grant was secured for purposes of funding the development of a park adjacent to the Hudson River off of Big Boom Road in the Town of Queensbury, and WHEREAS, the aforesaid Grant is a fifty-percent (50%) matching grant and is in the sum of $81,612., and WHEREAS, Warren County is the owner of the property where the park is proposed to be located and the County Board of Supervisors has provided authorization for a revocable license agreement with the Town of Queensbury for use of the County property for a public park and recreation area, and WHEREAS, the Town Board of the Town of Queensbury adopts this resolution for purposes of indicating the type of development that it feels is appropriately planned for the area, as well as authorizing the commencement of a SEQRA review of the project, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Queensbury hereby determines that the property to be acquired from Warren County and developed with the grant moneys from the Municipal Park Project Grant Program, previously described in the preambles of this resolution, shall be developed in a manner consistent with the Hudson River Park Project Budget Summary, previously annexed and included as part of the application for the Grant, and annexed hereto as Exhibit A, and BE IT FURTHER, RESOLVED, that the Town Board of the Town of Queensbury hereby indicates that it desires to conduct a coordinated review and be the lead agency in connection with any reviews necessary pursuant to the State Environmental Quality Review Act and directs that such notices be sent by the Town Attorney to such other involved agencies as may be required under SEQRA, to notify the agencies of this action and that the Town Board desires to be lead agent in a coordinated review and that a lead agency must be agreed to within 30 days.
