I would suggest that the storage areas you're proposing on the lower level be treated the same as a garage. In case of fire, this would stop any potential fire from spreading through the house. This would require a three-quarter hour fire door between the storage areas and the main house and the wall between the storage areas and the family room would need to have five-eighths sheet rock on both sides as well as five-eighths sheet rock on all walls and ceilings of the rest of the storage area.
