Project Description
Applicant proposes to enclose the existing 2,627 sq. ft. pole barn building with a 436 sq. ft. addition for
overhead doors for a storage building. The project also requests to maintain a buffer of an open fence and lawn
area between the commercial use and residential use where a 50 ft. buffer is required. Pursuant to Chapter 179-
3-040 & 179-9-120 of the Zoning Ordinance new commercial construction and modifications to an approved
site plan shall be subject to Planning Board review and approval.
Staff Comments
Location-The project is located at11 LaFayette Street on a 1.78 ac parcel.
Arrangement- The site has an existing funeral business with a building of 4,630 sq ft and has an open pole
barn of 2,627 sq ft. The site has a storage shed of 171 sq ft.
Site Design- The pole barn of 2,627 sq ft is to be enclosed with 436 sq ft addition to complete the building
with 5 overhead doors and two man doors.
Building – The project site has an existing 4,630 sq ft funeral home and the 2,627 sq ft pole barn building to
be enclosed.
Site conditions-The site is an existing commercial parcel with most of the lot is made up of building and
parking area. There is a portion of the site that has landscaping that is to remain as is.
Traffic- The site has 105 parking spaces that are to remain. The storage building is not generating any new
traffic and is being used for storage of vehicles and other materials for the owner.
Site layout and utility plan-There is no change for utilities on the site.
Grading and drainage plan, Sediment and erosion control-There is minimal site work as the area for the
addition to the storage building is over existing hard-surfacing.
Landscape plan-The applicant had previously removed a fence that is adjacent to a residential use area and
had created an access area between the two uses, noting the applicant owns both properties. The applicant
was notified of the violation and has since installed a lawn area and a split rail fence. The board will need to
determine if this is an acceptable buffer where a buffer in this area between these uses is to be 50 ft of
undisturbed on either side or a fence is an acceptable replacement in lieu of the 50 ft.
Site lighting plan – The plans show security lighting to be installed over each man door. Clarification of the
fixture to be installed and if there are any other lighting fixtures to be installed. The floor plan shows what
appears to be three emergency lighting one on the rear wall and two at either door.
Elevations-The elevations show the two sides and the front of the building with the proposed overhead
doors.
Floor plans-The floor plan appears to have the building divided into three areas/ portion wall sections not a
complete division.
Waivers-Planning staff has reviewed the applicants request for waivers that include items, h. signage, j.
stormwater, k. topography, q. soil logs, s. snow removal.
The waivers requested–Staff finds it reasonable to request a waiver of these items as the site is
developed and no changes are proposed to the site.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the
written request of an applicant. The Board is to review the waivers and to determine if they are to be
granted.
Summary
The applicant has completed a site plan application for the project to enclose an existing pole barn structure
with an addition for overhead doors and access doors. The board should have additional discussion about
lighting, storage uses and the buffer requirements between the commercial and residential uses.
