Western Ave., 35 & 37 Holden Ave. / O – Office Zone / Ward 2 SEQR Type II Material Review: application, site plan drawings, Parcel History:Demo 29-2019, SP 41-2005, 88547-2500 Law Office __________________________________________________________________________________________ Requested Action Planning Board review and approval for site work on six properties including building demolition, removal of driveway area, tree and shrub removal, revegetation and installation of thirty new parking spaces. PB decision Project Description Applicant proposes site work on six properties including building demolition, removal of driveway area, tree and shrub removal, revegetation and installation of thirty new parking spaces. The new parking is associated with 309.7-1-55 having an existing medical office building with thirty spaces. Project includes merging six properties. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, site development work shall be subject to Planning Board review and approval. Staff Comments  Location-The project activities take place on 6 properties located on Columbia Avenue, Holden Avenue, Nathan Street, and S Western Avenue. The parcels are to be merged as part of the project and total size is 2.38 acres.  Site Design- Five of the parcels will part of a site improvement plan that includes demolition of two homes, associated outbuildings, one building is to remain on 309.7-1-58 of 1708 sq ftr, removal of paving, tree and vegetation clearing. Those lots will be graded and seeded. The sixth parcel 309.7-1-55 has an existing 5,782 sq ft medical building and a shed that is to remain. The sixth parcel will have some existing vegetation removed to install about 4,000 sq ft of pavement for 20 additional parking spaces.  Building – There are no changes to the buildings that are to remain.  Traffic- The existing medical office has an existing 30 spaces, the other building has about 10 spaces noting the parking area is not striped. The addition of 20 new parking spaces to the medical office building is shown on the plans.  Grading and drainage plan, Sediment and erosion control—The plans show the location of the silt fence and a drop inlet area.  Landscape plan-The planting plan shows the areas to be lawn after vegetation is removed, also show are the trees to be installed.  Site lighting plan- The plans shows the relocation of 3 light poles for the new parking area.  Utility details-There are no changes to the utilities for the existing buildings and all utilities for the remaining properties will be removed or capped as deemed necessary.   Signage-The signage had been changed in 2019 with sign permit 11-2019 for Hudson Headwaters.  Elevations, Floor plans-Photos were provided for the current medical office. No elevations or floor plans where provided as the project is for site work and no building work.  Waivers-No waivers have been requested.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan application for site work to be completed on 6 properties and those properties are to combined as part of the project; this includes adding 20 parking spaces to the parcel 309-7-1- 55 with an existing medical office building.
