As a result of this inspection I observed site conditions that do not appear to be consistent with the approved plans for the project. I understand the site is still at"rough grade"and there are still site improvements to be performed which is why I would like to bring these items to your attention at this time. I observed two, approximately 6 inch, drainage pipes emerging from the filled area currently graded as your driveway. Both of the pipes I observed, one on the south side of your site and one in the "corner" near Mr. McCall's septic area, appear to be installed in a manner that would allow direct discharge of water onto lands other than yours. After review of the plans submitted with your building permit, I assume these pipes to be the outlet of the footing drains depicted on said plans. The use of footing drains that flow to "daylight" is an accepted practice, however, the outlets of such drains must be directed to empty onto your parcel only. The site plan for this project depicts the installation of storm water detention devices on the site, as required. I did not observe any storm water devices on the site during my inspection. The site has been re-graded with a substantial amount of fill, apparently to raise the final grade of the site in order to alleviate potential "water" problems. This filling / grading of the site has created a mound, if you will, which is considerably higher than portions of the surrounding properties as well as Assembly Point Road. As discussed, this project is subject to the to Chapter 147 of the Town of Queensbury Code; Storm water Management. Both items listed above will need to be remedied in order to facilitate the issuance of a final Certificate of Occupancy for the home. It is my understanding that the house has been under roof since last summer and that the fill around the house has been in place and graded since last fall. It is also my understanding that the house is constructed on a slab with a 4 foot perimeter frost wall and that a footing drain was installed with considerable stone around it. The site fill I observed around the house is well- drained medium to coarse sand. 1 did not observe any erosion around the house, or in the areas where drainage from the roof would be expected to concentrate. Based upon the fact that there have been no erosion problems with this site over last fall and winter (in spite of the fact that there is no groundcover), 1 believe that any stormwater runoff from the house roof or other impervious surfaces is quickly infiltrating into the large amount of granular soils used for site fill. In general, I do not see the need for any stormwater detention. basins. However, if any erosion problems were to develop they could be simply addressed by placing landscaping stone or other pervious, non-erodable landscaping material under the roof cave areas where roof runoff is concentrating.
