The projects is described with four lots to have access to Luzerne Road. Lot 1 will be accessed from Twin Mountain Drive and is a corner lot. Lot 6 will have access from Tuthill Road and is located in three zones – RR5A, LC10A and MDR – with the proposed home in the RR5A zone area. Lots 1-5 are to be 2.0 acres or larger and Lot 6 is to be 37.442 acres and includes land area from across Luzerne Road. Pursuant to Chapter 183 of the Zoning Ordinance, subdivision of land shall be subject to Planning Board review and approval. Staff Comments The applicant is proposing a six lot residential subdivision a reduction from 11 residential subdivision. Lots 1-5 are to be 20.0 ac or larger and lot 6 is to be 37.4 ac with a land piece that is across the street land-hooked. The Sixth lot is in three zone where the home is to be developed in the RR5A zone. Lots 1-5 are located in the MDR zone. .  The applicant is working with the Water Department to address the development of the lots and water supply access. The applicant has indicated water service to be obtained from the municipal line and there may be one –two parcels that will need an individual well. All six lots will include on-site septic.  Chapter 94 Wetlands –The plans indicate there are APA wetlands on the property and the northern side does not appear to be flagged but the southern side has notations of WF- clarification needed in regards to flagged portions of the wetland. The project may be subject to a Freshwater Wetlands permit if any work is to be within 100 ft of the boundary.  179-4-060 Lots bounded by two roads -Lot 1 – is a corner lot and may be subject to future variances for possibly a fence, pool.  179-19-020 Collector/ Arterial Roads – shared driveways or double the lot width. The applicant has shown potential shared driveways for Lots 2 and 3 and Lots 4 and 5. Summary  Chapter 183 Article 4 provides an outline of the review procedures for sketch plan – The Planning Board shall study the sketch plan in conjunction with the maps and information as may be appropriate to determine if the proposed subdivision includes areas where there are severe limitations to development.
