Staff Notes 10/27/2020 Town of Queensbury Planning Board Community Development Department Staff Notes October 27, 2020 Site Plan (M) 46-2020 NORTHWAY SELF STORAGE 162 Carey Road / CLI – Commercial Light Industrial / Ward 4 SEQR Type II Material Review: application, site plans, narrative Parcel History:CC-000402/403/404/416-2015 __________________________________________________________________________________________ Requested Action Planning Board review and approval to update the entry area landscaping as the previous approved landscaping was removed. Resolutions 1. PB decision Project Description Applicant proposes to update the entry area landscaping as the previous approved landscaping was removed. The area is approximately 200 ft. in length and 45 ft. deep. The plans show a planting plan where some trees are to remain and new plantings to be installed – dogwood, junipers, summer sweet, black eyed susans and lawn. Pursuant to Chapter 179-9-120 of the Zoning Ordinance, modifications to an approved site plan shall be subject to Planning Board review and approval. Staff Comments  Location-The project area is at 162 Carey Road and the parcel is 2.77 acres  Arrangement- The site is an existing self storage site with four buildings containing self storage units.  Site Design- The site has existing 4 self storage building structures and associated drive- areas. The property frontage was to remain vegetative per the site plan. This included scrub brush and a combination of hardwood and evergreen.  Building – There are 4 building of about 24,000 sq ft total.  Site conditions-Site photos indicate the front property area vegetation removal and the submitted aerial shows the pre existing vegetation within the area.  Traffic- There are 31 parking spaces are existing and there are no changes.  Sediment and erosion control, Grading and drainage plan-There are no changes to the site.  Landscape plan-The plans shows the area of vegetation that has been removed, the trees to remain, trees to be planted. The vegetative area that has been removed will further be managed and will be filled with topsoil where need and the area is to be seeded. Trees to remain include oaks, maples and pines. Trees to be planted including oak trees.  Site lighting plan-There are no changes to the building lighting.  Signage-The site currently has directional signage at the entrance drive. The modification plans indicate there is existing planting bed with mulch around the signage and the transformer.   Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, j. stormwater, k. topography, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver due to the project request being for landscaping and the site for self storage building has already been constructed and is compliance other than the landscaping.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
