Resolutions 1. PB decision Project Description Applicant proposes to update the entry area landscaping as previously approved landscaping has been removed. The area is approximately 12,000 sq. ft. along Luzerne Road. The plans show approximately four trees to remain and planting plan for new trees and other plantings. Pursuant to Chapter 179-9-120 of the Zoning Ordinance, modifications to an approved site plan shall be subject to Planning Board review and approval. Staff Comments  Location-The project area is at 240 Luzerne Road and the parcel is 6.56 acres.  Arrangement- The site is an existing self storage site with ten buildings containing self storage units.  Site Design- The existing buildings and drive-areas are to remain. The front entry area landscaping has been disturbed where some of the vegetation has been removed. The area is to be replanted and includes planting along a portion of the west property area.  Building – There are no changes to the buildings on site.  Site conditions-The plans include an aerial view of the previous existing conditions.  Traffic- The submission indicates there are 24 parking spaces available on site and there are no changes to the parking.  Grading and drainage plan, Sediment and erosion control-There are no changes to the existing conditions on the site for drainage.  Landscape plan-The plans indicate the vegetation area to be completed with underbrush removed and seeded for a lawn area. Trees on the site to remain include pine trees, aspen and oak in the front property area. There is to be planting bed on the east side of the entrance with existing trees , junipers, and dogwood. The west property line plan shows white spruce to be planted as part of a previous site plan approval condition.  Site lighting plan-There are no changes to the lighting.  Signage-The submission information indicates the sign are will be planted with black eyed susan and the utility pole on the west side of the entrance is to have a planting bed with dogwood and iris’s.   Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, j. stormwater, k. topography, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver due to the project request being for landscaping and the site for self storage building has already been constructed and is compliance other than the landscaping.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
