1.0INTRODUCTION
JP Gross Properties, LLC is proposing to develop a 6-Lot subdivision on an existing 51.73± acre
parcel on the north side of Luzerne Road between Tuthill Road west of the site and Twin
Mountain Drive at the east of the site in the Town of Queensbury, New York.
The proposed development will result in approximately 4.06 acres of soil disturbance with a
slight increase in the overall impervious area on the site. Since the area of disturbance will be
under 5.0 acre the project does not require permanent post development stormwater
management.
This narrative presents a review of the design concepts and parameters of the stormwater
management system for the proposed development. The purpose of the stormwater management
narrative is to assure that changes in the surface runoff characteristics, as a result of the proposed
construction, will not adversely impact adjacent or downstream properties.
2.0EXISTING SITE CONDITIONS
The existing site consists of predominantly wooded and brushy areas, and a vacant residential
dwelling and detached garage, with associated driveway and previously lawn areas. Wetlands
are center portion of the site. The site topography in the proposed main development area has
slopes ranging from 2% to 14%. Elevations at the in main development area vary between 486 to
570 feet above sea level. A large portion of steep area is located in the center portion of the
property.
The site is bounded by private property to the north and east, and by Luzerne Road to the south
and ant Tuthill road to the west.
3.0PROPOSED SITE CONDITIONS
The post-development conditions of the site will result in minimal changes to runoff conditions.
The existing residential dwelling and garage with associated driveway will be removed. Six (6)
single family houses will be constructed, five (5) of them constructed on the eastern portion of
the site, four (4) of the lots will use shared driveways to reduce impervious areas.
Eave drain infiltration trenches will be used to attenuate and infiltrate the runoff from the
proposed houses taking advantage of the sandy soils and quick infiltration rates of the site.
Shallow grass depressions will be sized for each lot to reduce the runoff from the proposed
driveways and any over flow from the eve drains.
4.0SUMMARY
Development of the proposed property will change the stormwater drainage characteristics of the
site; impervious area will be added and the site will be re-graded to support the proposed

improvements. Changes to the stormwater drainage characteristics of the site will be evaluated in
accordance with the Design Manual. The proposed stormwater management system will be
designed to comply with the recommendations in the Design Manual related to water quality,
runoff reduction, channel protection, overbank flood control and extreme flood control for new
development projects.
The proposed stormwater management system will be designed to attenuate and treat the
stormwater runoff generated from the contributing areas for storm events up to and including the
25-year design storm event.
