Spray-on polyurethane insulation (2 Ib/cuft)was installed throughout the building in floor systems and exterior wall cavities. The R-value, as installed, exceeds New York's Energy Code requirement. This type of foam plastic insulation must be covered with thermal barrier per Residential Code of New York State (RCNYS) Section R318. At completion of project, foam insulation within all occupied spaces will be covered as outlined in RCNYS. It will be very difficult to cover spray-on foam in ceiling of unoccupied basement area due to considerable amount of mechanicals that penetrate floor system in this area. For this reason, the building contractor has requested an alternate method to fulfill building code requirements. Although there are many advantages to using spray-on foam insulation, when exposed to high temperatures or flame, the heat transfer characteristics are quickly reduced and can emit noxious fumes. In the event of fire, it is important for building assemblies to slow the spread of flame to enable inhabitants additional time for egress. The International Code Council Evaluation Service (ICC-ES) provides the basis for, and is universally accepted by, most code originating authorities including: International Building Code (IBC), Building Code of New York State (BCNYS) and The Residential Code of New York State (RCNYS). All applicable codes pertaining to installation of foam plastic insulation are essentially the same. RCNYS General Requirements R318.1.2 state: ,'Foam plastic...shall be separated from the interior of a building by minimum 1/2" (12.7 mm) gypsum board or a thermal barrier sufficient to limit the average temperature rise of the unexposed surface to no more than 250OF after 15 minutes..." RCNYS Specific Requirements R318.2.3 states: "Within attics and crawlspaces where entry is made only for service of utilities, foam plastics shall be protected against ignition by...3/8" (9.5 mm)gypsum board..." The basis for these Code Sections is ICC-ES report entitled "Acceptance Criteria For Foam Plastic Insulation". The building contractor would like to use a brush applied coating to provide thermal barrier for the foam insulation installed in the referenced floor system. No. 50-50 Foam- Kote manufactured by: Flame Control Coatings, LLC PO Box 786, 4120 Hyde Park Blvd. Niagara Falls, NY 14302 has been developed specifically for this type of application and has shown in tests (ASTM E-84)to improve Flame Spread Index of plastic foam from 75 to 20, which is roughly equivalent to 3/8" gypsum. Although the coating has not yet been tested as a thermal barrier per ASTIVi E 110 specifically, testing has proven to increase burn-thru duration of simulated floor assembly and exceeds other code compliant floor/ceiling assemblies. In my opinion the spray-on foam/fire retardant coating (installed per manufacturer's recommendations) will meet the intent of applicable codes, as written, regarding spray-on foam plastic insulation. Code compliance it is ultimately the Code Enforcement officer's determination, however it is my opinion that this assembly as outlined should be given consideration as an acceptable installation in this specific application.
