In order to simplify this process the Building Department will no longer accept any eight (8) or ten (10) inch poured wall on footings to be used as a four (4) foot frost wall that are less than 48 inches from the top of the footing to the top of the wall. This will take effect immediately, and any walls that are found to be less than 48 inches during a backfill inspection will be rejected and must be either re-done or capped off to allow the 48 inches between the top of the footing and the top of the frost wall. Section 183-27E(2) of the Subdivision Regulations states that a minimum of eight inches of block or foundation wall reveal shall be provided between the finished grade and the bottom of the siding. Please bear in mind that if the siding comes below the top of the frost wall, eight inches is required between the bottom of the siding and the finished grade, therefore, requiring a higher than 48 inches frost wall on top of the footing.
