Resolutions 1. PB decision Project Description Applicant proposes to install seven separate buildings connected by a covered walkway and façade feature 4,685 sq. ft. total. Project includes site work, grading, stormwater management, lighting, landscaping and connection to municipal water and sewer. The project will be for interior commercial recreation facility. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, new commercial construction shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located south of 1048 State Route 9 on a 1.01 acre parcel.  Arrangement- The site is currently a wooded vacant parcel.  Site Design- The applicant propose to install seven separate buildings and connect the by a covered walkway. Site work includes installing a parking area, stormwater management, lighting and landscaping.  Building – The 7 buildings are to be used as separate entertainment units. The office building is to be building 1 is to be 959 sqft, building 2 is to be 554 sq ft,, building 3 is to be 554 sq ft, building 4 is to be 959 sq ft, building 5 is to be 554 sq ft, building 6 is to be 554 sq ft, and building 7 is to be 554 sq ft  Traffic- The project site is to have 31 parking spaces where 25 spaces are required.  Site plan overall-  Grading and drainage plan, Sediment and erosion control-The plans show the drainage to be directed to vegetated swales and to basin s at the rear of the property. The information has been provided to the engineer for review and comment.  Landscape plan-The landscaping plan includes retaining existing trees as noted on the plan – 15 trees to be retained. New plantings are to be located at the office building, along the south parking area and at the front property line area. The remainder of the site is to be a lawn area or parking area. The parcel borders the MDR zone on the south side – the applicant is to maintain a 50 ft buffer in this area or alternative buffer such as fence. The plans shows a fence of 144 linear feet. The board may have further discussions on landscaping.  Site lighting plan-The lighting plan includes 5 light poles at 20 ft in height. Then 24 canopy lights under the walkway. The foot candle average for the site is 0.85 and for the parking area alone would be 2.36 foot candle average. The lighting is less than the suggested guidance at 2.5 footcandles for a commercial parking lot.   Utility details-The office will be connected to municipal water and sewer  Signage-The applicant has indicated the proposed sign is to be 20 sq ft and 8 ft in height. The plans indicate illuminated by ground lights. The applicant should be aware all light fixtures for the signage are to be down cast and upward casting is not permitted. The board may have further discussion on signage.  Elevations, Floor plans-The plans include renderings of the building’s exterior and the office interior. The plans do not include a floor plan for the entertainment buildings. The board may have further discussion on about the floor plan information.  Waivers-The applicant has not requested waivers at this time..  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan application for the development of 1.01 ac site with 7 entertainment unit’s installation with a covered walkway and associated site work.
