Dear Chairman Hunsinger and Planning Board Members:
Attached please find 15 sets of plans, applications and stormwater reports for the
referenced project which have been revised per the March 18, 2008 planning board
resolution, Vision Engineering Comments and Staff Comments. Per the tabling
resolution, a landscaping plan is enclosed in the plans. The floor area ratio calculations
have been revised in the applications. In addition, a note has been added to the plans
stating that all exterior lighting will be downcast. Also enclosed please find a letter from
the director of building and code enforcement which clarifies the issue of the location
allowed for the proposed wastewater absorption field.
We have addressed the engineering comments of Vision Engineering's letter of March
14, 2008 as follows:
1. The typographical error which makes mention of a rain garden in the
stormwater report has been corrected.
2. A maintenance narrative section has been added to the stormwater report.
3. The stormwater retention area is now modeled to have a 1" per hour
infiltration rate which is conservative. Test Pit 1 revealed 39 inches of sandy,
gravelly soil above 40+ inches of clayey loam soil, with no seasonal high
groundwater evidence. Native grade in the area of the retention area is
elevation 211± and the bottom of the proposed retention area is elevation
209.5±. With the retention area having a depth of 18 inches, and based upon
test pit data near the retention area, the 2' of separation requirement to
seasonal high groundwater table will be maintained. In addition, a 2' wide x
32' long x 4' deep stone filled infiltration trench has been added inside the
retention area which will provide the requirement that 10% of surface area of
the infiltration area shall extend below frost depth; no infiltration or volume
credit is taken in the HydroCAD model for this infiltration trench.
4. The erosion and sediment control notes on sheet S1 have been enhanced
per sections 147-10 B and 147-10 C. 2&3 of the stormwater management
code.

5. As much runoff as possible from the new driveway will be captured in the
retention area. Due to the change in elevation from the shared driveway to
the garage, it is impossible to capture all of it. The driveway will be cross
pitched to drain to the retention area, which will capture most of the runoff
from the portion of the new driveway which is on this project site. The
remainder of the driveway will be on the property to the south. Please note
that the shared driveway is finished with small stone, not asphalt and
therefore offers some permeability.
6. The approximate locations of the well and wastewater absorption field on the
property to the south are now shown on the site plan. There are no conflicts
in required separation distances between these and the proposed well,
wastewater system or the stormwater retention area.
7. The absorption field section notation has been corrected to specify two
laterals instead of three.
Staff Notes:
1. The waiver for a landscaping plan is no longer requested; it is my understanding
that the waiver for a lighting plan was granted, with the condition that all exterior
lighting be downcast.
2. The access to the project site is via a shared driveway with the property to the
south which is owned by the applicant's parents.
3. The "Pending Lot Line Adjustment" note has been removed, as the boundary line
adjustments have been completed and are filed.
4. A revised floor area ratio worksheet is enclosed in the revised applications.
5. A typographical error on sheet S2 under the "wastewater system design" notes
has been clarified to state that the wastewater system is sized to include the den
area and the potential for a future bedroom in the garage's bonus room. There
are no plans for the den to be used as a bedroom and there are no plans to
construct any bedrooms in the basement. Please note that the system has been
designed for 4 bedrooms and has not changed; only the typographical error was
corrected.
6. Topsoil storage/stockpile areas are now outlined on the site plan, which are to be
located greater than 50' from the lake and be protected from erosion with
sediment control fence.
7. The approximate location of the existing on-site wastewater system is now
shown on the site plan.
We look forward to discussing this project with the board at the May 20th meeting.
