VISION Engineering.03.14.2008 VISION ENGINEERING, LLc 4 Glens Falls Technical Park,Boz#3 Glens Falls,NV 12801 Phone:(518)792-9264 Fax:)518)792-9282 March 14, 2008 Town of Queensbury Community Development Department 742 Bay Road Queensbury, NY 12804 Re: Site Plan SP5-2008 David Arakelian To: Craig Brown, Zoning Administrator As requested I have reviewed the documentation you forwarded to me regarding the above referenced project.Included in the documents submitted to VISION were;Drawings S1 and S2 from Hutchins Engineering, Stormwater Analysis Report dated January 3, 2008 from Hutchins Engineering, cover letter dated January 9, 2008 from Hutchins Engineering, Short EAF, Architectural Drawings A-1 thru A-5, Application for Stormwater Management Permit, and miscellaneous application documents and forms. Based on my review, I offer you the following comments: 1. The Stormwater Report Results section makes mention of"rain garden"which appears to be erroneous. Please update to reflect retention basin used in the analysis. 2. A section in the Stormwater Report should be added related to maintenance of proposed structures and devices, including inspection and maintenance of gutter system, basins, etc. 3. The Stormwater Report indicates a 2-inch per hour infiltration rate, it should be verified that this corresponds to the soils presentatthe depth of infiltration within the proposed basin since it appears that existing grade will be cut (1-2 ft) to install the retention basin. A minimum of 2 feet separation is required from subsurface boundary conditions to infiltration devices.Also as required by Town Code, 10 percent of the infiltration area shall be below frost depth for winter conditions. 4. Additional erosion and sediment control notes should be added relating to Town Code Sections 147-10 B and 147-10 C.2&3. 5. It appears no runoff mitigation has been proposed for the driveway area.Consideration should be given to improving runoff which may be directed onto adjacent properties if possible, however grades appear such that this may be difficult. 6. It should be verified if any wells or septic systems on the adjacent properties exist that would not comply with required setbacks. If none exist, a note stating such should be added to the drawings.
