Dear Mr. Brown:
As requested, we have reviewed the stormwater and lighting components of the
submission, package for the above referenced project. The information we reviewed
included the Site P1an:Review application package, Plan Sheets 1 - 5 of 5 (dated April
15, 2003), and a Stortnwater Management Report. The documents were prepared
jointly by Miller Associates, Nace Engineering PC and VanDusen & Steves Land
Surveyors, LLC_ Based on our review of these documents, we offer the following
cornment3:
Regarding Stormwater
1. The proposed new .invert into the existing catch basin at the northeast corner of the
site is lower than the invert of the pipe leaving this structure. The plans should be
revised to address this issue.
2. The detention basin located between the new building and Lafayette Street does not
provide treatment of the water quality volume per the NYS Stormwater
Management Design Manual. A treatment component must be added, to the design
to address this issue,
3. The gravity sewer lateral that services the existing building traverses the proposed
detention basin l: there adequate clearance between the sewer lateral and the
bottom of the basin? Can the basin be reconfigured to have the low point of the
basin avoid the sewer lateral?
4. The grading around the detention basin near Lafayette Street does not eliminate the
street drainage from going to the detention basin. A berm (with spot elevations)
could be installed between this basin and Lafayette Street that would prevent the
street runoff from entering the on-site detention basin. The calculations do not
include the runoff f-om the street, the grading plan should be consistent with the
calculations.
5. A minimum voluni for the temporary sediment traps shown on Drawing SP-3
should be specified on the plan consistent with the NY Guidelines for Urban Erosion
and Sediment Contr61, i.e. 1,800 cf per acre of tributary watershed.

6, The oil water separator detail on Drawing SP-5 provides an oil storage volume of 3
cif (2'x3'xo.S') which seems small. .Additionally the opening in the baffle wall is
nearly at the same!elevation as the bottom of the outlet tee. A greater separation
between the opening and the bottom of the tee and/or a downward tee extension
seems warranted to avoid oil transfer through the outlet tee.
7. Some of the features on the proposed conditions drainage map in the stormwater
report appear to be mislabeled. For example,pond 1 appears twice.
8. The runoff simulation for the existing conditions assumes 100% impervious cover. It
is not possible to confirm this based on the information submitted. It would appear
that there should be some pervious area on the existing site. This assumption
increases the existing rate of runoff and decreases the amount of detention needed in
the post-developed condition.
9. The outlet for the detention basin near Lafayette Street (Pond 2) is modeled as
having an invert eevation of 332.0, which is inconsistent with the information
shown,on the plansj.e. 328.8'.
Regarding Lighting
10_ It is not clear whether the uniformity ratio in the Town code is met for this site.
Based on the soffitt.light layout, it appears that the rear parking area will not be
illuminated and maj need an additional cut-off fixture.
Miscellaneous
U. On Drawing SP-1 tl a water service should be extended to the existing water main
which is on the east tide of Lafayette Street. The plans should include a detail of the
pavement restoratioh associated with the installation the water service, assuming
that it will be open 4�ut. The line on the west side of Lafayette Street appears to be
mislabeled.
