Stormwater Management Report for the proposed Residential Development on lands owned by Ruben and Danna Ellsworth Ellsworth Road Town of Queensbury September 1, 2004 Introduction This stormwater report is prepared for the proposed residential home to be constructed on the Parcel Number 28-1-20 off Ellsworth Road in the Town of Queensbury. The property is approximately 14.2 acres in size. Access to the parcel will be, via a right-of:way, across two separate parcels (Map No. 28-1-42 and 28-1-43).. The proposed development on this property would increase stormwater runoff from the site if no mitigation was included. This report and the following calculations demonstrate the effect of the development of the property on stormwater runoff and proposes' the necessary mitigation needed to reduce runoff to pre-development values. Stormwater conditions represented in this report are based on modeling of the site for both the "pre-. development", or existing, and "post-development" or predicted future conditions. Stormwater peak flows are calculated for a 25-year rainstorm and total stormwater runoff volume is calculated for a 10-year rainstorm using "Hydrocad" Stormwater software, which is based on TR-20 methodology. Actual runoff rates can vary from predicted flow rates due to conditions such as rainfall patterns, soil type, vegetation patterns, and soil moisture conditions, etc. which can be _highly variable over time and geographic area and can thus depart from predicted or documented conditions. Design of the stormwater system is intended to be in compliance with the Town of Queensbury Stormwater Management Regulations. Site Conditions The site, as it exists, consists of an undeveloped 14.2 acre wooded lot. The site is considered undeveloped for the purposes of calculating pre-construction stormwater runoff rates. Test pits performed on-site show soils to be reddish brown sandy loam overlying a grey brown silt with sand. The Warren County soil survey mapping shows very bouldery fine sandy loam. The soil hydrologic classification is a `B' soil. Pre:development (Existing) Stormwater.Conditions The site has been modeled with two drainage "subcatchments", or sub-watersheds. The first subcatchment is approximately 10.8 acres and encompasses the western portion of the property which will remain undeveloped. The pre-development storrnwater rate (25-year storm event) for subcatchment 1 has been calculated at 8.08 cubic feet per second (cfs), with a(10- year storm event) volume of 0.400 acre-feet(af) (see attached calculations). The second subcatchment is located directly to the east of subcatchment 1. Subcatchment 2 is approximately 12.4 .acres in size. The pre-development stormwater rate (25-year storm event) for subcatchment 2 has been calculated at 9.16 cubic feet per second (cfs), with a(10-year storm event) volume of 0.498 acre-feet (af) (see attached calculations). Page 2 of 4 Ellsworth Residence September 1,2004 Stormwater Management Report Calculated pre-development stormwater runoff from the project area includes: stormwater rate (25- year storm event) has been calculated at 17.14 cubic feet per second (cfs), with a (10- year storm event) volume of 0.898 acre-feet (af) (see attached calculations). Post:Development Stormwater Conditions With the construction of the access roadway and residential house, subsequent utility service connections and on-site wastewater disposal system and improvements, site disturbance is expected to total approximately 2.5 acres. The site has been modeled with the same two subcatchments in post-construction as in pre-construction. Permanent improvements (driveway upgrades and house construction) are to occur in subcatchment 2 only. Without mitigation, calculations show that the stormwater runoff volume will increase to 1.156 af. in subcatchment 2, while the,stormwater runoff rate was calculated not to increase (due to the proposed increased `time of concentration.'). Recommended Stormwater Runoff Management (Mitigation) The above sections show that the volume of stormwater runoff leaving the site will increase after development unless provisions are taken. to manage stormwater on the site. To reduce the stormwater runoffvolume to pre-development levels and to minimize stormwater impacts, a comprehensive stormwater management plan has been developed, including: Reduced site clearing and land disturbance Lining drainage ditches with stone to control erosion. Install retention/detention basins at key locations to retain-and infiltrate stormwater;, detention basins will overflow during severe storms along pre-existing drainage patterns., The attached report shows that the stormwater runoff rate and runoff volume for subcatchment 1 will not change. (no development in that area). With the stormwater mitigation in place, predicted stormwater runoff (Post-development) rate (25-year storm event) for subcatchment 2 has been calculated at 8.03 cubic feet per second (cfs), with a (10- year storm event) volume of 0:755 acre- feet (af) (see attached calculations).
