Narrative DescriptionABD Engineers, LLP 1 18 Dark Bay Lane 5279A-122320 Narrative Description McCormick Garage 18 Dark Bay Lane, Queensbury, NY The Owner/Applicant, Robert McCormick, 30 Dorsman Drive, Clifton Park, NY 12065, is proposing improvements at his property at 18 Dark Bay Lane. The 4.69± Acre parcel (Tax Map Parcel ID: 239.18-1-45) contains an existing 2-story, 3,287± SF residence with a paved driveway and parking lot, plus an existing 624 SF 2-car garage. The parcel is located within the Waterfront Residential (WR) Zoning District. The proposed site improvements are compatible with the current land use of the parcel and the WR Zoning District. The project includes construction of a new 3,113± SF 8-car garage with associated utility connections, a paved driveway, a concrete sidewalk, two (2) porch additions to the existing house (porch #1 – 110± SF and porch #2 – 116± SF) and a 500 SF carport with associated site work, landscaping, and stormwater management areas. The project does not involve any work near the shoreline. The closest work to the shoreline is the addition of two (2) porches on the residence. These porches are about 130 feet from the shore and on the south side of the house. The proposed garage is located in an area near 15% slopes; however, rock is very shallow (6” to 36”) as measured in test pits. Grading as shown on the plans will minimize cuts and fills, and the amount of clearing. A new well is proposed for a bathroom in the new garage, water use will be very minimal (occasionally 10-15 gal/day). The project will add minimal increased demands on the existing septic system, electric, and telecommunications services. Solid waste generation will increase very slightly, but will be handled accordingly by the local solid waste haulers. There will be no significant noise, visual, or drainage impacts on the surrounding adjoining parcels for this project. Only 1 or 2 additional vehicle traffic (trips) will be generated per week, as a result of the new garage. ABD Engineers, LLP 2 18 Dark Bay Lane 5279A-122320 Overall build out of the project will be constructed within in a single phase, over an estimated 6-month time period. Clearing and grading will commence in spring time and be completed before winter begins. No soil disturbance will take place during frozen ground conditions. Once approved, construction will begin with the installation of temporary erosion control facilities at the commencement of construction, then transitioning to site clearing, building construction, driveway construction, utility installation, and landscaping. About 0.5± Acres of disturbance will occur during construction. As such, a SWPPP is not required. An on- site stormwater management area will be provided to address the increased impervious (pavement and rooftop) areas from the new garage construction. The proposed stormwater area is a pea gravel diaphragm utilizing green infrastructure practices to recharge groundwater. No offsite discharge is being proposed. During construction, the stormwater management area, and temporary erosion and sediment control requirements will meet the NYSDEC and Town's regulations and guidelines.
