PB decision Project Description Applicant proposes to reuse the existing site of 19.9 acres and the associated buildings with the commercial building of 7,240 sq. ft. and a residential home of 1,024 sq. ft. to operate a tree service use. The applicant proposes no changes to the buildings, no changes to the electric, well or septic. Operations include daily work hours, company vehicles on-site, and outside storage of materials associated with business. Pursuant to Chapter 179-3-040 & 179-10 of the Zoning Ordinance new commercial use and special use permit shall be subject to Planning Board review and approval. Staff Comments  Location-The project tis located at 159 Sunnyside Road on a 19.9 ac parcel  Arrangement- There is an existing commercial building on the property of 5,880 sq ft with a 1000 sq ft canopy. The property also contains a single family home 2 story with a 784 sq ft print a 208 sq ft porch and 32 sq ft entry porch.  Site Design- The applicant plans to store materials and equipment on the site this includes but not limited to material stockpiles, palette storage, relocated tree storage as noted on the survey. The submission also includes the site plan drawing showing the previous storage/ growing are were arranged on the site along with stormwater management areas. The plans indicate storage of materials include woodchips, miscellaneous wood, and logs.  Building – The existing building of 5,880 sq ft with a 1000 sq ft canopy that is to remain with no changes. The existing single family home is also to remain.  Site conditions-The existing site contains a commercial building and single family home. The site has some tree, vegetation buffer along the property line with some pockets of vegetation on the site.  Traffic- The previous site plan shows parking spaces on the site and the proposed site plan identifies the asphalt and crushed stone area. The previous approval indicates there are 92 spaces provided on the site. The board may have additional discussion on traffic –confirm number of company vehicles – 4-6 indicated, operation of vehicles during morning hours to avoid unnecessary noise such as back up beepers.  Grading and drainage plan, Sediment and erosion control-There are no changes proposed to the site. Applicant proposes to use the site as is. The previous plan outlined the locations of the stormwater management areas.  Signage – The plan do not indicate signage for the building or the site. The Board may request additional information on signage.  Landscape plan- There are no changes proposed to the site. Applicant proposes to use the site as is. The site use is commercial that requires a 50 ft buffer between uses. The board may have further discussion on vegetative buffer.  Site lighting plan-The plans do not indicate any site lighting or building lighting. The board may request additional information for on site lighting and building lighting.  Utility details-The site has on-site septic system and a well.  Elevations-The elevations show the existing building.  Floor plans-The floor plans show the interior of the building for office area, equipment and vehicle areas.  Waivers-Planning staff has reviewed the applicants request for waivers that include items j. stormwater, k. topography, o. commercial alterations/ construction details, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items where addressed with the 2003 approval and no changes are being proposed. The applicant has provided limited or no information on the following items where the board may request further information or consider waivers-g. site lighting, h. signage, l. landscaping, n traffic. p floor plans.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
