MAINTENANCE SUPERVISOR AND PROMOTING
MATTHEW BEAROR TO SUCH POSITION

WHEREAS, upon the recommendation of the Town of Queensbury’s Wastewater
Director/Water Superintendent, the Town Board wishes to establish the full-time position of
Wastewater Maintenance Supervisor in the Town’s Wastewater Department, and
WHEREAS, the Warren County Department Personnel and Civil Service has reviewed the
proposed job duties for the position and has determined that Wastewater Maintenance Supervisor is
the most appropriate title for the position, and
WHEREAS, the Town Board and the Town’s Unit of the Civil Service Employees
Association, Inc. (CSEA) have agreed that this new position shall be an hourly position to be included
in the Town’s CSEA Bargaining Unit, and
WHEREAS, the Wastewater Director/Water Superintendent has advised that he has posted
the new position through March 25, 2021 and Matthew Bearor, Working Supervisor, has the required
job experience and therefore the Wastewater Director/Water Superintendent has recommended the
promotion of Mr. Bearor to Wastewater Maintenance Supervisor on a provisional basis until such time
as Mr. Bearor meets all Civil Service requirements for the position, and
WHEREAS, the Town Board wishes to establish the position and authorize the requested
promotion,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby establishes the hourly position of
Wastewater Maintenance Supervisor in the Town’s Wastewater Department, such position to be
included in the Town’s Civil Service Employees Association, Inc. (CSEA) Bargaining Unit and added
to the Union Contract at the next Contract opening, and
BE IT FURTHER,
RESOLVED, that the Town Board further establishes the 2021 hourly rate for the position in
the Town’s Agreement with the Civil Service Employees Association at $26.97, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the promotion of Matthew
Bearor from Working Supervisor to the position of Wastewater Maintenance Supervisor effective

April 6, 2021 on a provisional basis until such time as Mr. Bearor meets all Civil Service requirements
for the position, and
BE IT FURTHER
RESOLVED, that in accordance with the Town’s Agreement with CSEA, such promotion
shall be subject to a 90 day trial (probationary) period and any other applicable Civil Service
requirements, and
BE IT FURTHER,

RESOLVED, that the Town Board hereby authorizes and directs the Wastewater
Director/Water Superintendent, Town Supervisor and/or Town Budget Officer to complete and file
any documentation needed to establish this position and take such other and further action necessary to
effectuate the terms of this Resolution.

WASTEWATER MAINTENANCE SUPERVISOR
DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is responsible
for overseeing and performing a wide variety of maintenance and repair activities in a
wastewater collection system. The incumbent also supervises subordinate workers in the
operations of a collection system. Work is performed under the general supervision of a higher
level supervisor with leeway to perform duties independently within established department
policies and procedures. Does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Supervises and participates in the maintenance and repair of the wastewater collection system;
Reviews plans for connections to the wastewater collection system;
Supervises wastewater collection system maintenance crew;
Maintains records of the wastewater collection system using computer software;
Supervises and participates in flushing of the wastewater collection system;
Supervises and participates in inspections of property connections and grease traps;
Responds at all time to emergency calls;
Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS,ABILITIES AND PERSONAL
CHARACTERISTICS: Good knowledge of methods, common practices, principles,
terminology and safety precautions used in the maintenance and repair of the wastewater
collection systems; good knowledge of the use of tools and equipment in construction and repair
of the wastewater systems, construction and repair of the wastewater collection systems; ability
to plan and supervise the work of others; ability to read blueprints, prepare reports and utilize
computer software as it pertains to maintaining collection system records; ability to follow oral
and written directions, work with engineers and contractors and meet and deal with the public;
physical conditions commensurate with the demands of the position; able to troubleshoot and
repair electrical pump station issues.
MINIMUM QUALIFICATIONS: Four(4) years of experience in the installation,
maintenance and operation of a wastewater collection system.
SPECIAL REQUIREMENT:
Possession of a NY State CDL Class B driver's license throughout the term of employment.
