RESOLUTION AUTHORIZING ENGAGEMENT OF
C.T. MALE ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING
SERVICES TO COMPLETE WATERCAD MODEL UPDATES FOR TOWN-
WIDE WATER DISTRIBUTION SYSTEM

WHEREAS, the Queensbury Town Board wishes to engage the professional engineering
services of C.T. Male Associates to include the completion of WaterCAD model updates for the
Town-wide water distribution system for the amount of $16,800 as delineated in C.T. Male
Associates’ proposal dated March 23, 2021 presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of
C.T. Male Associates to including the completion of WaterCAD model updates for the Town-wide
water distribution system for the amount of $16,800 as delineated in C.T. Male Associates’ proposal
dated March 23, 2021 substantially in the form presented at this meeting, and
BE IT FURTHER,
RESOLVED, that such services shall be paid for from Engineering Account No.: 001-1440-
4720-009, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Budget Officer to
take all actions necessary to amend the Town Budget and effectuate the transfer of $16,800 from
Undesignated, Unassigned General Fund Balance Account No.: 001-0000-0909 to Engineering
Account No.: 001-1440-4720-009, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute any needed agreement and/or any necessary documentation and the Town Supervisor, Water
Superintendent and/or Town Budget Officer to take all action necessary to effectuate the terms of this
Resolution.

Water Model and Report Updates
Dear Chris:
Per our recent discussions, the following represents our fee proposal to complete WaterCAD
model updates for the Town-Wide water distribution system,conduct model simulations during
low demand periods to system estimate water age and complete an amendment to the prior
Engineer's Report completed in 1999. Our work scope would generally include the following:
• Review existing model and troubleshoot potential functional errors which are likely due
to processing of Bentley software conversion. This is a critical step in creating the updated
model.
• Update the existing WaterCAD model to include significant system upgrades that have
been implemented over the last 20 years. We would include one meeting at the outset to
review the system modifications with the Town.
• Add elevations as needed to the model, provided by Google Earth data, to update the
model.
• Utilize GIS imagery as available to further refine and update the model bring it to current
year conditions
• With assistance from the Town, assign updated demands to the model. Since water age
is the desired output parameter,the model will assign winter demands conditions to each
section. It is assumed that water use by West Mountain will not impact water age in the
northern area of the Town s system.
• Develop water age models under a total of three (3) scenarios in supplying water to the
Jenkinsville area of the Town. We will work with Town in developing each scenario and
review each upon completion. A meeting will be held to review findings.
• Provide an amended Report with appropriate figures upon completion of the updated
modeling. Working with the Town, provide recommendations for implementing water
distribution improvements in supplying water to the Jenkinsville area.

It is assumed that the Report will include one round of review and comment by the Town. Budget
level costs will be provided should a feasible water supply option be offered and agreed upon by
the Town.
The fee to complete the above work scope is$16,800 which will include all reimbursable expenses.
We would be able to complete the project within 45 days of the Towri s authorization to proceed
with the work.
