1978-02-06 SP , " - ... ...... ...... ..... . .~. - QUEENS BURY PLAJn~ING BOARD SPECIAL MEETING HITH JOSEPH R. BRENNAN, TOT-JN ATTORNEY FEBRUARY 6, 1978 ~ 7:30 P.M. PRESENT: R. Roberts, Chairman, R. Montesi, Secretary, It. Mann, D. Krebs, W. Threw, K. Sorlin, J. Dybas, G. Liapes & J. Brennan, To~vn Attorney. Discussed Off-Premises Signs: The Story town sign on Aviation Rd. and Route 9 (50 sq. ft.) was allowed by the Board at the Feb. 1 meeting. 10 sq. ft. is allowed by the sign ordinance. Discusssed whether the Board ~vas wrong i~ allowing this oversize sign. Joseph Brennan stated that the Board must understand their limita- tions as per ordinance. Mr. Brennan stated that Story town is one business (it is a weak point that there are many corporations). The only business people really want information for is Story town. The Planning Board should always put into writing specific findings of fact on matters that they vote on. Always give specific findings, hardships, zones, traffic, etc. Include reasons why the Board voted as they did. Off-Premises signs must meet some conditions or specific condi- tions we set forth as a Planning Board. Hm-¡ specific 't\7e are not sure. Ideas discussed: - 1. . Drop off-premises directiona1·sign from Sign Ordinance 2. Change to Zoning Board of Appeals with specific changes & guidelines. The Planning Board gave direction to Joseph Brennan to call Bob Stewart and see what can be worked out with Story town. Let them know we will reconsider our actions on Off-Premises sign on Story town due to the fact that we may as a Planning Board have exceeded our limitations by approving a 50 sq. ft. sign. The Planning Board feel that they should be able to have some input into the changes that need to be made in the Sign Ordinance. '~at has come out of this meeting: 1. Ask Town Board to release the Planning Board of the right to approve off premises directional signs. It should be the funtion of the Zoning Board of Appeals. 2. We should also make some specific changes as to guidelines that the Board could use in voting on sign permits. Open meeting law (Sunshine Rule) was covered. The Board must be careful not to make decisions at meetings other than regular Planning Board meetings. At executive sessions the Board should not discuss specific cases to come before the Board. Meeting adjourned at 11:07 P.H. Respectfully submitted, NEXT ~1EETING: TUES. FEB. 14 due to Holiday on Mon. the 13. Ronald S. Montesi, Secretary
