Resolutions 1. SEQR 2. PB decision Project Description Applicant proposes to construct a 290 car parking lot for car lot storage. The project includes site disturbance of 6.1 acres. Site work includes stormwater controls, lighting and landscaping. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, new commercial buildings shall be subject to Planning Board review and approval. Staff Comments  Location-The project site is located on Quaker Road across the street from 483 Quaker Road about 0.5 miles from East Sanford Street.  Arrangement- The lot is currently vacant and is wooded for most of the parcel.  Site Design- The project includes disturbance 6.1 acres for parking area and stormwater management controls.  Building – There is no building proposed.  Traffic- The site is to be constructed to accommodate 290 vehicles.  Grading and drainage plan, Sediment and erosion control-The plans show the stormwater management for the site to include bioretention basins, infiltration basins and swales on the site.  Landscape plan-The plans show landscaping for the parking area, spaces and the buffer requirements. The plantings include maple, pin oaks, and birch trees, then a variety of shrubs grasses and perennials.  Site lighting plan-Pole lights are to be installed on the site – pole height to be 20 ft with a light fixture that is cut off. There are to be 6 pole lights.  Utility details-There is only electric proposed at this time.  Signage-No signage is proposed. The board may request confirmation of signage and if there is to be signage it be code compliant.  Waivers-Planning staff has reviewed the applicants request for waivers that include items, h. signage, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal  The waivers requested–Staff finds it reasonable to request a waiver as these items are related to building construction. The applicant has provided the following items -g. site lighting, j. stormwater, k. topography, l. landscaping, n. traffic, s. snow removal.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted.
