PROJECT DESCRIPTION: Applicant proposes to use vacant buildings and utilize property as a plastic
and cardboard recycling center. Upgrades include the installation of a covered truck scale, new
landscaping, and increased access management. Further, the applicant proposes to sub lease existing office
space to multiple tenants. Change in use and no site plan review within the last seven years requires
Planning Board review and approval.
Staff comments: The structures are currently vacant and were the former site of the Northern Distributing
Company. The applicant proposes to provide access management by removing approximately 5,500 square
feet of asphalt fronting Corinth Road and installing landscaping. As the existing site has unlimited access
the proposed reconfiguration will result in two access points. Waivers from Lighting, Grading and
Stormwater requirements have been requested.

1.Staff strongly opposes any change to the southwestern inter-connect as proposed. With only one
road proposed for access, a secondary access is vital not only for the subject parcel but for the
adjoining parcel as well.
2.Parking appears adequate as 12 spaces for office use is compliant and 10 spaces for employees and
6 spaces for company vehicles are planned. The Planning Board may wish to discuss the possibility
of approving additional future parking if business is to expand to include additional employees
and/or company vehicles.
3.Snow storage location for the northern area should be denoted.
4.Clarification on vehicular movements should be forth coming. Are proposed entrances off of
Corinth Road dedicated one way in and one way out? Either way, signage and pavement markings
should be offered. Note: If dedicated one way, staff recommends western access for ingress,
eastern most for egress.
5.Refuse areas to be denoted on plan. If visible from a public right of way, enclosures or vegetative
screening to be installed as per §179-5-150.
Landscape Plan (NLG P004)
1.Signage details should be forthcoming to include style and type. Although a shell for a sign exists,
it could be considered a relic and in need of replacement. Further, the location of the sign on the
landscape plan differs from the site plan.
2.Any landscaping as well as any removal of asphalt outside of the property line adjacent to Corinth
Road will need to be coordinated with Warren County DPW.
3.Staff recommends that landscaping be placed further south to promote safe sight lines now and over
time.
4.Although invasive species are not present on the landscaping plan, not all species proposed are on
the approved list. Staff recommends approval of plan as presented.
Additional comments:
1.As of the writing of these Staff Notes, the Planning Department has not received nor do our records
indicate that Subdivision 10-2010 Modification has been recorded with the county. Without this
modification being recorded legally, little recourse but to table this application is required pending
proof of filing.
2.The applicant has presented an alternate landscaping plan for Planning Board review. As this
revision was submitted on October 12, staff has not reviewed this document. Concerns exist with
site line issues and County ROW work proposed.
3.Outside storage areas should be discussed at this time. Any racking, storage bins, storage
containers, or staging areas proposed? If so denoting limits and locations should be forthcoming.
4.Concerning the office use associated with the proposal, the applicant is asking for an approval of up
to 2 office suites. Flexible space of between 1 and 2 tenants sought.
