Project Description È th April 7, 2021 Town of Queensbury, Planning Board 742 Bay Rd Queensbury, NY 12804 RE: Project Description for Sketch Plan review for the necessary zoning approvals from the Town of Queensbury for CVE to construct and operate a 7.0 MWdc community solar facility on parcel 303.11-1-4.1, with access through parcel 303.15-1-25.2. Dear Members of the Planning Board: th CVE North America, Inc., located at 109 W 27 St, Fl 8, New York, NY 10001, is developing a 7.0 MWdc community solar farm on parcel 303.11-1-4.1. The site is located about 1,000 feet north of Quaker Road, abutting parcel 303.15-1-25.1 (home to the Walmart at 24 Quaker Ridge Blvd), and is directly south of the Floyd Bennett Memorial Airport. CVE executed an option to purchase the land with the property owner, Forest Enterprises, in Fall 2020. Access to the main property will travel from Quaker Ridge Blvd through parcel 303.15-1-25.2, also owned by Forest Enterprises, with which CVE has an executed easement. Both parcels access and main are zoned Commercial Light Industrial (CLI). According to Section 179-5-140 of the Queensbury Town Code, renewable energy systems are an allowable use subject to Special Use Permit and Site Plan Review in the CLI district. The main parcel is landlocked, without frontage to a town road, therefore CVE will seek for the Town to establish an Open Development Area. CVE is not seeking any Area Variances or Use Variances. Th project will participate in the New York community solar program. This allows local residents to participate in the success of the project, receiving credits on their monthly utility bills of 10%. CVE will implement many biodiversity enhancement measures, such as pollinator friendly vegetation within the limits of disturbance, bird boxes, wildlife-friendly fences, and felled trees, all to protect natural habitats. With regards to interconnection, National Grid completed their impact study for the project on 3/31/2021. The results were favorable and the project can interconnect the full desired capacity. CVE will draft and submit a decommissioning plan to the Town, including a decommissioning bond equaling the estimated value of removal. CVE will seek to execute PILOTs directly with the Town, School, and County. As of now, all three AHJs are opted-in to RPL 487. The project will not include energy storage. Overall, we think the site is uniquely well suited for a solar project. It is removed from all major roads, it has zero residential abutters, interconnection has proven successful, and zoning in the CLI district allows for this type of project.
