Minutes of March 3, 1981 meeting approved. 2. Subdivision #4-81 Kelly Carte - to divide one lot into two lots at the corner of Lupine Lane and Arbutus Drive in the Old Forge Park subdivision. Kelly Carte present. Motion by Montesi seconded by Dybas to hold a public hearing on this subdivision on May 6, 1981. Motion carried unanimously. The new master plan calls for SR-10 or 10,000 sq. ft. lots in this area. 3. Off-Premises Sign No. 11, Mead's Nursery, Inc. - Corner Ridge and Quaker Roads on Warren County property. Richard Mead present. Motion by Montesi seconded by Mann to approve a 2 sq. ft. sign with 12 ft. setback from Quaker Road and 16 ft. setback from Ridge Road. Motion carried unanimously. 4. Variance No. 701, Jerry Brown - to establish industrial equipment sales, service and storage in M-l Zone on the property situated at Big Boom Road south of Northway rest area. Jerry Brown present. Motion by Krebs seconded by Mann to recommend approval of this use variance. Motion carried unanimously. The Board recommend this approval with specific guidelines as to buffer zone as follows: 100 ft. on western property line, 50 ft. on southern property line (the natural vegetation to be left will constitute screening). Also, in the event of a natural disaster, fire, etc. this buffer zone would be replaced. C-3 signing would apply. 5. Variance No. 704, Patrick and Betty Spadaro - to construct a two-car garage with 15 ft. front setback in lieu of the required 30 ft. setback on the property situated at Elm Road off Glen Lake Road, Glen Lake. Mr. Spadaro present on this variance. Motion by Montesi seconded by Krebs to recommend approval of this variance as the applicant's property is divided by a new Town road (Elm Road). Motion carried unanimously. There is a limited amount of traffic on this road and a power pole and cables prevent placing the garage nearer the residence. 6. Special Permit No. 97, Queensbury Senior Citizens, Inc. - to use a building on the Arthur Turnbull property for woodworking/machine shop in R-3 Zone on the property situated at the north side of Sunnyside Road. Arthur Turnbull present on this Special Use Permit. Motion by Sorlin seconded by Dybas to recommend approval. Motion carried unanimously. This Special Permit is requested in the name of the Queensbury Senior Citizens Club and thus the use will be discontinued if the Club moves. This use will present no problem in the neighborhood. Latterell - to construct an attached garage with 12 ft. 6 inch front setback in lieu of the required 30 ft. front setback on the property situated at West Mountain Road and Morgan Drive. Donald Latterell present. Motion by Dybas seconded by Sorlin to recommend approval of this Area Variance. Motion carried unanimously. Morgan Drive is a low traffic road. Cars are parked there now and it seems to be no problem . 8. Variance No. 705, Sunsoval, Inc. - John A. Mason - to construct docks as an accessory use on a residential lot without a principal use in R-l Zone on the property situated on Lake George, Pilot Knob Road. John Mason was present on this use variance. Dick Roberts gave the history of this variance. Motion by Mann seconded by Montesi to recommend approval. Motion carried by vote of 4 yes and 2 no. The basis for this recommendation for approval is as follows: The Planning Board feels that Queensbury has contributed to Mr. Mason's dilemma by the manner in which the ordinance has been administered for years in regards to docks on Lake George. Building permits have been readily given out and policing of illegally built docks has been nonexistent. Recently revoking John Mason's dock permit, after he had purchased additional land and had many other expenses, seemed to increase the Town's responsibility in this matter. Recently finding ledge rock on this lakefront lot prevents any currently accepted septic system from being utilized. Serious hardship now exists for using this lot for single family use. The Board also feels that in that particular area a few more docks would not seem to change the character of the area. It is the feeling of the Board that rather than making an example of Mr. Mason we should learn from this experience and make it well known to the general public that we are heretofore going to handle docks on Lake George in a different manner. (Added 4-6-81 by Richard Roberts) There is a condition that we think should be imposed along with the approval of this variance, that we neglected to stipulate. It is our recommendation that the docks be built only as needed to serve the homes in the subdivision. Perhaps contingent with the issuance of the building permit for a home, or at least the sale of the lots. Meeting adjourned at 10:13 P. M. Next regular meeting May 6, 1981.
