Affordable Housing Grant-50% completed, obligated to do thirteen project by the end of this year we will have completed sixteen ? Community Development Block Grant Program of 2008-all projects are th under contact and in progress-Projected finish date of March 4 may be asking for an extension due to weather constraints. By the end of the month twenty one projects will be finished. ? Home 2007 – that is 80% completed scheduled to be completed by th September 30, we need seven additional projects to use our Affordable Housing Corporation match, those sites must be in either West Glens Falls or South Queensbury target area. We need to advertise for applicants to complete this, and also to see what is out there for another possible grant. ? Noted: Home Application will be due in April the Community Development Grant will be due in May need additional information to see which way to go. Mr. Murray-We will be coming back to the Town on which way we should go. Mrs. Ryba-We have always looked at West Glens Falls and South Queensbury those are the target areas the census showed the greatest need. Noted there was a list of those outside of those areas, by advertising we hope to see who are requesting assistance and from what areas. I still think this is a need in West Glens Falls and South Queensbury. Mr. Murray-We are thinking of doing a direct mail to specific areas to all of the properties to see those interested in the program. Competitions for the grants is very tough. We will be back again in a month or so. Councilman Brewer-Questioned how much funding had we received in grants? Mrs. Ryba-Two million three hundred and forty six thousand two hundred dollars. Supervisor Stec-How many people? Mrs. Ryba-I do not know about the number of people the number of units a hundred in ten years. DISCUSSION: QUEENSBURY CENTRAL VOLUNTEER FIRE COMPANY- BUILDING EXPANSION Supervisor Stec-Spoke on the prevailing wage rate law to encompass fire and ems companies…and how it will cost more for these companies for building projects. Representative of Qsby. Central Fire-Have done the research on the project with and without prevailing wage rate. This will add two hundred and forty thousand dollars to this project for prevailing wage rate. Supervisor Stec-Noted that the use of prevailing wage rate is through a government agency and it is a bureaucratic interpretation of the law… have written to the governor objecting to the use of prevailing wage rate for fire and ems companies. Spoke on the Mandate Relief Task Force- report to be coming in two weeks. Phase I Heating and Air conditioning improvements, roof replacement etc. Phase II expansion Representative of Qsby Central Fire-Concerned that the bidders didn’t segregate the projects appropriately..Phase I bids from over six hundred thousand to just shy of one point four…Phase II, bids range from six ninety three to as high as one point seven, a significant variation. Total project cost Phase I and II one million eight sixty. SPECIAL TOWN BOARD MEETING 02-14-2011 MTG #5 329 Supervisor Stec-Noted that we may want to limit this to just Phase I. are you prepared to go with the six hundred and eighteen thousand dollar bid? Representative of Qsby Central Fire-no. Supervisor Stec-I am not prepared to pay twice that for phase I. at one point one. Representative of Qsby. Central Fire-Concerned that there is that much disparity between and high and low bids. Councilman Brewer-I would like to see a set of the bid specs. Supervisor Stec-Maybe we are at the point that we want to see where the numbers are, the numbers are basically where you thought they would be less the prevailing wage, the Town Board has to now decide do we want to do Phase I or do we want to do the whole thing, if we don’t want to do the whole thing then maybe they need to rebid for just Phase I. Representative of Queensbury Central Fire-We came prepared tonight to show you we can do the whole project within the existing budget that we have. Supervisor Stec-I am not interested in what you can afford we have done that, now it is what do we want to pay for. Representative of Queensbury Central Fire-It more important what is needed, not what you want to pay. We put together a bid package that completely separated Phase I from Phase II.. Supervisor Stec-Suggested that it be bid again, Phase I and Phase II separate bids, the bidders should be prepared that the Board may say we will only do Phase I. Representative of Queensbury Central Fire-I do not know the realistic nature of that, the question is time and money. Described Phase II trying to achieve NFPA Standards. Councilman Metivier-Both Bay Ridge Rescue and No. Qsby. Fire are looking to expand but it is so expensive, maybe you could market the two buildings and start with brand new building the Saturn building. Representative of Queensbury Central Fire-EMS service location is important. Supervisor Stec-The bottom line here is you are projecting with preferred bid a total cost of two point four million dollars the question for the Board is does anyone what to spend two point four million? Councilman Metivier-Can you go back to the bidders and confirm with them either they understood that they bid on Phase I or that they did not understand it was just for Phase I of the project. Representative of Queensbury Central Fire-I think we would have to confirm with their number for both phases, it is not the type of project that you can award Phase I to one bidder and Phase II to another that would be a disaster. Supervisor Stec-We are looking for a bottom line number for Phase I. Need figure with prevailing wage. Suggested that the State wide organizations for Fire and EMS need to write to the State urging that prevailing wage be lifted from Fire and EMS organizations. Representative of Queensbury Central Fire-Will need to change specs to reflect only that needed for Phase I. From a needs perspective and from a safety perspective we need the whole project. Supervisor Stec-The message from the Board is that Phase II may follow years from now so you should plan on a Phase I and it might be a year or it might be ten so Phase I should be stand alone as a finished product. SPECIAL TOWN BOARD MEETING 02-14-2011 MTG #5 330 Representative of Queensbury Central Fire-Spoke to the Board regarding the change in the plans such as the boiler system would have to be looked into. Councilman Strough-Asked the Fire Company to go to the bidder and ask the question if they are willing to do the project as they bid for Phase I…and come back to the Board… Representative of Queensbury Central Fire-The mechanicals will eventually have to be replaced but Phase I will not address any of the safety issues that we have as a fire company and that is just a fact. Councilman Strough-I understand your needs part of this is getting out to the public of what we need to do here. Right now we think that the tax payer and the town board could rationalize using tax payer money to go with Phase I with the idea that if the economy improves in the next couple of years we are going to be ready for Phase II. DISCUSSION: LAKE GEORGE FERTILIZER AND PESTICIDES DRAFT REGULATIONS Supervisor Stec-How wide do we want to go as to who this is applied to? Do we want to focus on Lake George as it is written right now it is every natural body of water in the town? Enforceability and what are our options there? Councilman Metivier-Under FINDINGS - take out first sentence. Keep it simple. Councilman Strough-I will rewrite it to say; land use management practices were often the cause of the decline in water quality. Supervisor Stec-It is true that nothing would change in this law as far as it applicability if we deleted FINDINGS. This whole findings preamble is more editorial than it is sustentative. I am not suggesting that you need to delete it. Councilman Strough-You need some of that it is quite clear… Councilman Metivier-No.3 I disagree the pristine waters of Lake George and the other bodies of water within the Town of Queensbury are essential for maintaining and expanding tourism in the area which is significant component of the local economy. This is to protect the waters it has nothing to do with promoting the town or the economy. Councilman Strough-If the water is degraded in quality so will tourism. I am saying there are economic reasons for it. Councilman Metivier-We are trying to protect the lakes because of what they are not what they do. Supervisor Stec-The law should not be defending itself. Councilman Metivier-In addition to their inherent environment and economic value, take everything else out it is essential that these standards become effective as soon as possible to further prevent decline in the water quality of these bodies. Councilman Strough-He would re-write this in simpler text. Councilman Metivier-Noted that this would have an effect on golf courses with their ponds. Supervisor Stec-Right now it is written for all bodies of water, we can refine it to certain bodies of water. SPECIAL TOWN BOARD MEETING 02-14-2011 MTG #5 331 Councilman Strough-It is primarily aimed at the lakes. Supervisor Stec-This applies to within X feet of Lake Sunnyside, Glen Lake and the Lake George CEA as a suggestion. If you want to put this as applying to the shoreline of Glen Lake, Lake Sunnyside and Lake George and don’t use CEA, then you are not catching any golf courses. Sr. Planner Baker-Page 4 number 5 Who determines if it is hydrologically connected or not? Councilman Brewer-We can eliminate that by listing the lakes, eliminate number 5. Councilman Metivier-Can we hold contractors responsible? We should be able to fine. I think the homeowner and the contractor should be held responsible. Noted that the law is written that way. Councilman Strough-Will re-write the proposal to reflect only the bodies of water as listed by the Town Board. Supervisor Stec-Requested that on page 5 number 2 be clarified. Councilman Montesi-Questioned if it could be clarified to fine both the homeowner and contractor. Supervisor Stec-Asked that Town Counsel review that proposal is it for each or just one. Sr. Planner Baker-Will it be the building code staff enforcing this? Board agreed the Building and Codes Staff. Councilman Strough-Noted that he will re-write the draft.
