Site Plan Review Per Ordinance No.6 - Junkyards - Jerry Brown, Lower Warren St. Proposed Use: Vehicle repair and demolition and utilization of a portion of the premises for the stock piling of vehicle and automotive parts in compliance for the Qµeensbury Town Ordinance No.6. Robert Stewart represented the applicant. Motion by Threw seconded by Dybas to approve Motion carried unanimously. RECOJVJlVÅ’NDATIONS OF PLANNING BOARD - All vehicles and equipment be kept behind fence. Suitable and more attractive fence installed. Recommend referral to Qµeensbury Beautification Committee. 3. Variance No. 755, Chris E. Warner - to operate an auto body repair shop in R-4 Zone and to construct a 24 ft. by 32 ft. garage with 5 ft. setback from property line on Alta Avenue on the property situated between Veterans Road and Alta Ave. Chris Warner present. Motion by Mann seconded by Dybas to recommend disapproval. Motion carried unanimously. The Board feel that this business would be detrimental to the neighborhood due to noise and vehicles. 4. Special Permit No. 104. Adirondack Scenic. Inc. - to place a large scale commercial development on 12.6 acres in C-3 Zone with 24,500 sq. ft. Artist Studio for fabrication and storage of scenery for theatre market on the property situated at Weeks Road east of Northway (I-87). Attorney, John Richards represented applicant. Motion by Dybas seconded by Threw to recommend approval. Motion carried unanimously. The Board feel that this will not detract from the area. 5. Variance No. 756, Roger and Gerald Hewlett - to strip topsoil for the purpose of sale on the property situated at the north side of Dix Avenue. Roger Hewlett present on this variance. Motion by Mann seconded by Dybas to recommend approval. Motion carried unanimously. Approval based on reseeding of stripped land within one month. 6. Variance No. 758, William VanNess - to operate a Four Wheel Drive retail sales shop in existing garage in R-4 Zone on the property situated at 28 Luzerne Road. William VanNess present. Motion by Mann seconded by Threw to recommend disapproval. Motion carried unanimously. Disapproval based on poor planning concept in a residential zone. 7. Variance No. 759, Richard Senese - to place an addition to dwelling with 22 ft. setback from the lake in lieu of the required 30 ft. setback on the property situated at Jay Road, Glen Lake. Richard Senese and Ron Baker present. Motion by Roberts seconded by Mann to recommend disapproval. Motion carried unanimously. Hardship not proven as area exists in rear. Ciba-Geigy, Inc. - to add to a large scale industrial development on the property situated at Lower Warren Street. Attorney, Robert Stewart represented applicant. Motion by Dybas seconded by Threw to recommend approval of this Special Use Permit. Motion carried unanimously. This will add to the community. 9. Variance No. 760, Ciba-Geigy, Inc. - to place additions to existing industrial buildings at less than the required 50 ft. setback from property lines on the property situated at Lower Warren Street. Attorney, Robert Stewart represented the applicant. Motion by Dybas seconded by Threw recommending approval of this Area Variance. Motion carried unanimously. Approval based on concept of technical internal setback problems. 10. Variance No. 761, Walter A. Stamper III - to place 3 ft. by 4 ft. gasoline price sign on existing light pole with 10 ft. setback from property line in 0-2 Zone on the property situated at the corner Upper Glen st. and Glenwood Avenue. Walter Stamper present. Motion by Mann seconded by Threw recommending approval. Motion carried unanimously. Approval based on previous variances given for standard size price signs. 11. S ecial Permit No. 106 NOREC .) to construct and operate track for 3 and 4 wheel vehicles amusement center the property situated at the west side of Route 9 north of Exit 20 I-87. Howard Krantz represented the applicant. Motion by Mann seconded by Dybas to recommend approval of:t.his Special Use Permit. Motion carried unanimously. Approval based on the following: Daytime operation only. Zoned for this type of operation. Majority (approximately 9~~) of trees left on site. No storage of fuel. Track hidden from view. No apparent noise problem for neighbors. Resolution No.4 by Mann seconded by Threw to set Public Hearing for Town of Qµeensbury Subdivision Regulations. Motion carried unanimously.
