BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ANTHONY METIVIER COUNCILMAN RONALD MONTESI COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER EDC REPRESENTATIVES POST STAR Maury Thompson 1.0 DISCUSSION EDC UPDATE CHAIRMAN EDC-The search for the new President of EDC is in its final stages we are down to two candidates and should pick a successor by the end of the week. New upcoming programs; new energy forum, how to control costs, how to predict it, and how to reduce it. Broad Band Forum-spoke on poor reception up North Forum on Zoning and Planning Review to relate the message we are receptive to business here - spoke on fast track program Updated the Board on the EDC newsletter that is available every Tuesday afternoon (e-mailed) Regarding Queensbury Business Park – Planning Approval on Lot 4 completed 25,000 square feet Study done on investments made to date (five to seven years) including the Main Street project, Media Drive, Tribune News-let outside interests know what is going on in the area also included light industrial area near the airport including the Warren Washington Park, this study can be used as a marketing piece or information for grants. Reviewed the new Walmart site, spoke on the traffic benefit if the road was to run from Quaker to Queensbury Avenue. Town Board discussed a possible cooperative effort regarding placing sewers to Carey Park… CHAIRMAN EDC-Spoke on efforts to keep existing businesses and expanding them…On Marketing Plan-flash drive update we are driving traffic to our website, next year looking for full rebuild of that site. Spoke on spin off companies …also formed a committee to be a bridge between the education community and the business community to enhance that relationship. Work Force Investment Board-three county board - an organization set up to advance the connection between business and workforce communities. 2.0 DISCUSSION SHORELINE FERTILIZER/PESTICIDE RESTRICTION LAW (Copy of Draft on file) Councilman Strough-The need for education in this area is important, we should take advantage of educational programs related to fertilizers and pesticides. Changes regarding Local Law on Lawn Fertilizer and Pesticide Run Off Control Restrictions First paragraph Remove first sentence after the work FINDINGS 1. DEFINITIONS (3) Lawn Fertilizer means a commercial fertilizer distributed primarily for non- agricultural uses, such as application on lawns. Make two paragraphs (2) Only Lawn fertilizer labeled as containing no phosphorus may be applied between fifty (50) feet and two hundred (200) feet from the shorelines of Glen Lake, Lake Sunnyside and Lake George. Insert (3) paragraph addressing beyond 200 feet. Fertilizer use beyond 200 feet of the shore lines of Glen Lake, Lake Sunnyside and portions of Lake George within the Town of Queensbury are not regulated by this local law. Change the numbering Board agreed to eliminate a permit being needed. The regulation will still stand. (3) If you soil test that you need phosphorus and it is done by Cornell University Cooperative Extension then you can get an exemption… who do you bring the test results to? Reworded as follows: Situations in which reliable soil tests indicates a need for the addition of phosphorus fertilizer this test can be conducted by soil testing agencies such as the Cornell University Cooperative Extension Warrensburg.
